There are 884 million people globally that do not have access to improved drinking water, while 2.5 billion do not have improved access to sanitation (Office of the High Commissioner for Human Rights, 2010). Those living in informal settlements and slums—what I call the ‘solidaric disaffiliated’ zones—represent one such location where individuals around the world have found themselves in a situation of neglected crisis as their geographic, economic, and social expulsion pushes them beyond the reach of opportunity and access to basic human rights such as water and sanitation. Light detection and ranging (lidar) can provide remote estimates of the vertical distribution of optical properties in the ocean, potentially revolutionizing our ability to characterize the spatial structure of upper ocean ecosystems. However, challenges associated with quantifying the relationship between lidar measurements and biogeochemical properties of interest have prevented its adoption for routinely mapping the vertical structure of marine ecosystems. To address this, we developed a shipboard oceanographic lidar that measures attenuation (α) and linear depolarization (δ) at scales identical to those of in-water optical and biogeochemical measurements. The rapid rise of shared electric scooter (E-Scooter) systems offers many urban areas a new micro-mobility solution. The portable and flexible characteristics have made E-Scooters a competitive mode for short-distance trips. Compared to other modes such as bikes, E-Scooters allow riders to freely ride on different facilities such as streets, sidewalks, and bike lanes. However, sharing lanes with vehicles and other users tends to cause safety issues for riding E-Scooters. Conventional methods are often not applicable for analyzing such safety issues because well-archived historical crash records are not commonly available for emerging E-Scooters.

This paper contends that Maritime Domain Awareness Center (MDAC) design should be a holistic approach integrating established knowledge about human factors, decision making, cognitive tasks, complexity science, and human information interaction. The design effort should not be primarily a technology effort that focuses on computer screens, information feeds, display technologies, or user interfaces. The existence of a room with access to vast amounts of information and wall-to-wall video screens of ships, aircraft, weather data, and other regional information does not necessarily correlate to possessing situation awareness. Nuisance flooding, or recurrent flooding, occurs during high tide and may be exacerbated when combined with other events such as heavy precipitation, strong winds, or storm surge. Sea level rise has contributed to increased frequency and duration of nuisance flooding in low-lying coastal areas and is causing community-specific impacts such as transportation disruption, road closures, compromises to life and property, overwhelmed storm water systems, and infrastructure damage. The Institute of Transportation Engineers (ITE) released the Trip Generation (TG) 10th edition in 2017, which significantly updated its database, and some of its trip generation rates were substantially lower than those of earlier editions. This study aims to investigate the applicability of the TG 10th edition in various Virginia contexts and to recommend how to incorporate the TG 10th edition into state guidelines. This dissertation takes an interdisciplinary approach to understanding what makes states antifragile and why this matters by constructing a parsimonious, first of its kind agent-based model. The model focuses on the key elements of state antifragility that reside along a spectrum of fragility and transverse bidirectionally from fragile to resilient to antifragile given a certain set of environmental conditions.

Traffic state estimation is a fundamental task of Intelligent Transportation Systems. Recent advances in sensor technology and emerging computer and vehicular communications paradigms have brought the task of estimating traffic state parameters in real-time within reach.

Collections are the tools that people use to make sense of an ever-increasing number of archived web pages. As collections themselves grow, we need tools to make sense of them. Tools that work on the general web, like search engines, are not a good fit for these collections because search engines do not currently represent multiple document versions well. As the Arctic experiences consequences of climate change, a shift from thicker, multi-year ice to thinner, first-year ice has been observed. First-year ice is prone to extensive pools of meltwater (“melt ponds”) forming on its surface, which enhance light transmission to the ocean. Changes in the timing and distribution of melt pond formation and associated increases in under-ice light availability are the primary drivers for seasonal progression of water column primary production and warming. This project focuses on mentoring children to help reduce marine debris in their local river by implementing one of ten lessons from an inquiry-based Riverology curriculum to empower youth voice, increase geo-literacy, and spatial thinking. Eighteen participants aged seven and eight, piloted Riverology Lesson 2: What Do I Know or Imagine about the Elizabeth River? that includes six steps: inquire, visualize, draw, share, act, and reflect. The children were asked to make drawings before and after viewing an Elizabeth River Story Map presentation (Dunbar, 2021a). Sea levels are rising globally due to anthropogenic climate change. However, local sea levels that impact coastal ecosystems often differ from the global trend, sometimes by a factor of two or more. Improved understanding of this regional variability provides insights into geophysical processes and has implications for coastal communities developing resilience to ongoing sea-level rise. This dissertation conducts an investigation of sea level and its contributing processes at multiple spatial scales. Focusing on primarily interannual time-scales and data-driven approaches, new data sources and technologies are utilized to reduce current uncertainties.

Surface currents in the lower Chesapeake Bay (CB) observed with land-based high-frequency radar antennas, or Coastal Ocean Dynamics Application Radar (CODAR), produce hourly 2D maps of current velocities used for search and rescue, pollution tracking, and fishing operations. This study presents a reading task for novice researchers using eye-tracking measures. The study focused on the scan paths, fixation, and pupil dilation frequency of the participants. In this study, 3 participants were asked to read a pre-selected research paper while wearing an eye-tracking device (PupilLabs Core 200Hz). We specified sections of the research paper as areas of interest (title, abstract, motivation, methodology, conclusion)to analyze the eye-movements. Densely populated low-lying coastal zones of countries that border the Indian Ocean are at risk due to sea level rise. However, sea level change in the Indian Ocean is poorly understood primarily due to short and sparse tide gauge observations. Although satellite altimetry provides accurate basin-wide sea level measurements, trends computed from its relatively short (~27-year) data record are heavily influenced by interannual to multi-decadal variability. The initial lockdown phase of the COVID-19 pandemic presented an unfortunate opportunity to observe how abrupt, large-scale changes in traffic volume can reduce greenhouse gas emissions. This study explores how carbon dioxide (CO2) emissions from Virginia’s transportation sector may have been affected by the changes in activity stemming from COVID-19 to inform more carbon-neutral policies as the state recovers from the economic downfall.
