With climate extremes hitting nations across the globe, disproportionately burdening vulnerable developing countries, the prompt operation of the Loss and Damage fund is of paramount importance. As decisions on resource disbursement at the international level, and investment strategies at the national level, loom, the climate science community’s role in providing fair and effective evidence is crucial. Attribution science can provide useful information for decision makers, but both ethical implications and deep uncertainty cannot be ignored. Considering these aspects, we articulate a vision that integrates established attribution methods and multiple lines of evidence within a coherent logical framework.

This paper investigates the perceptions of the New Zealand public towards the Android Earthquake Alert (AEA) system, a public-facing earthquake early warning system. Specifically, it examines the public’s continuance intention towards the AEA system and the influencing factors of satisfaction, confirmation, perceived usefulness, and perceived trust. To gather insights into the public’s perceptions regarding the AEA system, this study distributed online surveys following two separate earthquake alert events on 12 October and 22 October 2021. Plastic pollution is a global environmental crisis that poses a huge threat to the health of people and marine ecosystems worldwide. A significant source of plastic pollution is menstrual hygiene management, and an approach that can help address this crisis is the usage of washable and reusable menstrual cups. Using an extended theory of planned behavior model that includes self-identity and perceived quality, the study predicted intentions to use menstrual cups in the Philippines. The COVID-19 pandemic forced governments globally to impose lockdown measures and mobility restrictions to curb the transmission of the virus. As economies slowly reopen, governments face a trade-off between implementing economic recovery and health policy measures to control the spread of the virus and to ensure it will not overwhelm the health system. This paper argues for the increased uptake of microgrids as a solution for these issues, using the Institutional Analysis and Development (IAD) Framework as a guide for microgrid policy. This study found Philippine family demands for (1) electricity, (2) gas and liquid fuels, (3) solid fuels, (4) food, and (5) others—based on Family Income and Expenditure Surveys (FIES) in 2009, 2012, and 2015—are rational (i.e., expenditure minimizing). Specifically, all own-price elasticities are negative (downward sloping demand curves). Cross-price elasticities between (1), (2), and (3) are positive (substitutes) while cross-price elasticities of (1), (2), and (3) with (4) or (5) are mostly negative (generally complements). Income elasticities are positive (normal goods), except for (3), comprising “fuelwood, charcoal, and biomass residues” that are consumed less at higher incomes (inferior goods). These …

We examine and assess the service contracting (SC) program implemented for the first time in Metro Manila, Philippines as a response to the impact of the pandemic on road-based public transport sector. We develop an evaluation framework, consisting of three indicators: social amelioration, increase in transport supply and performance improvement. These indicators are the purported objectives of SC. Using a mix of qualitative and quantitative methods, our evaluation suggests that although SC has brought positive impact in terms of the first two indicators, there is no robust evidence so far that may suggest that SC has improved the performance of …

The data describe characteristics, operations, utilities, and fuels used in the production of 115 manufacturing and agro-industrial firms in Philippine special economic zones. The data include information on the firm's production, sales, and schedules; electricity sources, requirements, and uses; the importance of various conventional fuels, and the firms’ fuel expenditure in their major production processes. The transition to an energy mix with lower carbon emissions is hampered by the existence of the so-called Energy Trilemma. The primary consequence is a trade-off between various objectives of energy policy, e.g., equity and sustainability. This conflict can lead to policy gridlock if policymakers are unable to prioritize the goals. Demographic models of human cultural evolution have high explanatory potential but weak empirical support. Here we use a global dataset of rock art sites and climate and genetics-based estimates of ancient population densities to test a new model based on epidemiological principles. The model focuses on the process whereby a cultural innovation becomes endemic in a population; predicting that this cannot occur unless population density exceeds a critical threshold. To address the problems of climate change and energy security; the Philippines enacted the Renewable Energy (RE) Act of 2008. The law mandated the Feed-In Tariff (FiT) policy; which was designed to provide a guaranteed fixed price to RE investors for 20 years to develop renewable technology. This paper aims to evaluate the effectiveness of the FiT policy in promoting renewable energy development in the Philippines by assessing its costs and benefits. Universal access to safe drinking water and sanitation facilities is an essential human right, recognised in the Sustainable Development Goals as crucial for preventing disease and improving human wellbeing. Comprehensive, high-resolution estimates are important to inform progress towards achieving this goal. Existing studies that focus on personal exposure to or the deposition dose of particulate pollution in developing regions are limited. Hence, in this study, as a first step, we present results on how people spend their daily time in Metro Manila, Philippines. This information is critical to assessing personal exposure to and the deposition dose of particulate pollutants. We found that people spend less time at home on workdays than weekends (52% versus 70%), the fraction of time spent at work/school increases with age until retirement, adult males spend less time at home than females (18% versus 28%), and people …
