This briefing paper provides a short background to the 2012 elections in Timor-Leste, and explores the UNPOL mandate to support and build the capacity of the Polícia Nacional de Timor-Leste (PNTL – the Timor-Leste National Police), so that Timor-Leste will be able to manage security for its citizens without international assistance. Based on fieldwork conducted during June 2012, including interviews with human rights-focused NGOs, and with international police implementing bilateral and multilateral capacity building, we argue that the 3,200-3,400 strong PNTL is theoretically ready to go it alone when the UN Integrated Mission in Timor-Leste departs, and explore questions as …

The Return Of Dr. Strangelove: How Austerity Makes Us Stop Worrying And Love The Bomb…And Cyber War, Jan Kallberg, Adam Lowther

With sequestration looming—generating significant cuts to defense spending—the United States may find itself increasingly relying on nuclear and cyber deterrence as an affordable way to guarantee national sovereignty and prevent major conflict. While earlier defense planning and acquisitions were based on economic conditions that no longer exist, Congress’ options to balance the budget by cutting defense spending are politically palatable because far fewer American are “defense voters” than “social welfare voters,” according to a number of recent public opinion surveys.

In releasing the United States Department of Defense’s (DoD) Sustaining U.S. Global Leadership: Priorities for 21st Century Defense and Defense Budget Priorities and Choices in January 2012, President Barack Obama and Secretary of Defense Leon Panetta offered a rationale for the administration’s reductions in defense spending. The status of South Sea Island sugar cane labourers in 19th century Queensland has been hotly debated since the very beginning of the labour trade in 1863.
The official historical perspective is that Island labourers were indentured workers, recruited and contracted in their native lands, brought to Australia to work for three years and then returned to their islands. Though acknowledging that kidnappings were common in the early years of the labour trade, historians maintain that the labourers signed contracts and were paid, therefore negating the claims of Islander descendants that they were slaves. Το παρόν άρθρο επιζητεί την σύντομη παρουσίαση της τουρκικής στρατηγικής κουλτούρας - ή κουλτούρας ασφάλειας - μέσα από την ανάλυση των αντιδράσεων της Τουρκίας απέναντι στις εξεγέρσεις του αραβικού κόσμου. Για την επίτευξη αυτού του σκοπού ορίζεται αρχικά η έννοια «στρατηγική κουλτούρα» και στη συνέχεια εξετάζονται στοιχεία και παράγοντες που επηρέασαν και επηρεάζουν την τουρκική εξωτερική πολιτική, περιφερειακή πολιτική και στρατηγική συμπεριφορά. Το θεωρητικό και ιστορικό πλαίσιο της τουρκικής στρατηγικής κουλτούρας θα εφαρμοστεί στην περίπτωση της πολιτικής της Τουρκίας απέναντι στις αραβικές εξεγέρσεις σε μια προσπάθεια επεξήγησης των κινήσεων της Άγκυρας και των παραγόντων που επηρεάζουν τις στρατηγικές της επιλογές.

Common Criteria for Information Technology Security Evaluation has the ambition to be a global standard for IT-security certification. The issued certifications are mutually recognized between the signatories of the Common Criteria Recognition Arrangement. The key element in any form of mutual relationships is trust. A question raised in this paper is how far trust can be maintained in Common Criteria when additional signatories enter with conflicting geopolitical interests to earlier signatories.
