This paper outlines the approaches of regional organizations and bodies in Africa, in particular the Regional Centre of Small Arms and Light Weapons in the Great Lakes Region, Horn of Africa (RECSA) and the Economic Community of West African States (ECOWAS) and their partners in developing regional physical security and stockpile management (PSSM) expert and instructor rosters based on a train-the-trainer program developed by the Multinational Small Arms and Ammunition Group (MSAG). The proliferation of small arms and light weapons (SALW) in the Western Balkans and their diversion from state-owned stockpiles is a driver of armed violence. The HALO Trust has been working in Bosnia and Herzegovina since 2017 in support of the Franco-German Initiative for the Western Balkans. By collaborating with the Bosnian armed forces, the European Force in Bosnia and the UK-based marking company, Pryor Marking, HALO has found a sustainable and cost-effective solution to the problem of illicit SALW in the Western Balkans.

Ageing, unstable, and excess conventional ammunition stockpiles pose the dual risk of accidental explosion at munition sites and diversion to illicit markets, thereby constituting a significant danger to public safety and security. More than half of the world’s countries have experienced an ammunition storage area explosion over the past decades, resulting in severe humanitarian and socioeconomic consequences.1 Thousands of people have been killed, injured, and displaced, and the livelihoods of entire communities have been disrupted. Somalia is a very young nation demographically; estimates place half the population under the age of 14 and less than five percent over the age of 60. A large portion of the population grew up during incredible civil instability and violence, making exposure to armed violence an ever-present prospect. Further, the presence of more than one million displaced persons and refugees exacerbates the difficulties of protecting vulnerable groups from violence.

Unplanned explosions at munition sites in places such as Nigeria, the Democratic Republic of the Congo and the United States result in mass casualties to civilians and government personnel. Although new ammunition-storage practices in the United States expanded to include a military role, not all countries have evolved their practices as quickly, leaving them more susceptible to continued explosions. The increasing role of urbanization will make ammunition site management even more important in the 21st century.

In response to the increasing number of explosions at ammunition storage sites (ASA), Norwegian People’s Aid (NPA) created Self-Help Ammunition Destruction Options Worldwide (SHADOW), a program emphasizing national capacity building for stockpile management and destruction through low-tech and cost-effective techniques. Following the success of its first SHADOW project in Moldova in 2010, in 2012 NPA implemented another SHADOW project focused on ASAs in cooperation with Moldova’s National Army and Ministry of Defense.

Cambodian rivers and tributaries contain vast amounts of munitions from sunken watercraft, and the task of locating and extracting these munitions is difficult. In response, Golden West Humanitarian Foundation designed a rigorous diver preparation course to train Cambodian nationals in advanced diving skills and basic recovery procedures needed to organize effective explosive ordnance salvage teams.

Poorly stored stockpiles of aging munitions continue to pose threats in Tajikistan. Since 2009, the Fondation Suisse de Déminage (the Swiss Foundation for Mine Action or FSD) has worked with Tajikistan’s Ministries of Defense and Interior and its border guards to dispose of surplus weapons and munitions. These efforts were funded by the government of the Netherlands and the Office of Weapons Removal and Abatement in the U.S. Department of State’s Bureau of Political-Military Affairs (PM/WRA).

Contamination from landmines and unexploded ordnance in Cambodia poses a serious threat to citizens and impedes economic progress. The Cambodian Mine Action Centre’s Mine/UXO Awareness Programme focuses on educating citizens and refugees on landmine and explosive remnants of war safety. CMAC, together with other organizations, also implements the Community Based Mine/UXO Risk Reduction Project, a program that emphasizes community participation with mine action services.

Over the past 25 years there have been reports of more than 400 unplanned explosions at munitions sites in almost half the world's countries. The UEMS rate is quickly increasing. Whereas the Small Arms Survey's UEMS Database shows 70 such incidents for the 10-year period between 1987 and 1996, more than this number was registered in the past two years alone. These events occur in large part because states store their munitions improperly. This article reviews the direct and indirect consequences of these explosions on peace and security. MAG (Mines Advisory Group) has one of Iraq’s most established mine-risk education programs. In 2007, MAG identified a regional need to warn people, particularly children, about the risk of handling guns and other weapons. Drawing on more than 16 years of experience and skill in MRE delivery, MAG aimed to adapt existing methodologies and successfully expand the MRE program to include small-arms and light-weapons risks.

The following article examines the Regional Centre on Small Arms and Light Weapons, which was created in March 2000. Since its inception, RECSA has provided its member states with support in the creation of National Focal Points on small-arms control and management. With its help, seven of RECSA’s member states have developed National Action Plans with goals including SA/LW marking, weapons disposal, and SA/LW education/awareness. Two additional countries are expected to have Action Plans in place in 2011.
