Under what conditions do violent nonstate actors (VNA) succeed against states? Why does David sometimes beat Goliath? Since at least the time of Thucydides and the Peloponnesian Wars, the realist narrative in international relations measures power primarily in relative, coercive, and deterrent terms. Strong states should accordingly face fewer constraints and enjoy more options while pursuing their national interests. Unconventional warfare, and its subsets of terrorism and insurgency, should—given these circumstances, end in VNA failure. Sometimes, however, VNAs find success. This chapter provides proposals for change given the empirical and theoretical findings made in the book. The counterterrorist policy agenda needs to be narrowed and made more precise. Donald Trump’s rhetoric is markedly different than that of just about every other American president. Trump’s speeches on terrorism and his related Islamophobia and anti-immigrant rhetoric are examined in this chapter. Trump’s use of Twitter and view of the presidency as a “permanent campaign” keep his followers in a state of near-permanent mobilization. Trump uses the rhetoric of fear to push his followers against Muslims and immigrants by linking terrorism to both groups. As Jeffrey Tulis opines, Trump is America’s first demagogue. Why is this group so appealing? What has made it so effective at recruitment? What methods does it employ to recruit so many individuals? This paper seeks to answer these questions by examining the recruitment strategies of ISIS. There are several competing beliefs regarding how political factions at the sub-state level choose to align and realign during a state of armed conflict. This research draws upon current literature to provide a framework for comparing the Anbar and Baghdad Awakenings of 2006–2007. This research concludes that alignment and alliance building is a process based on structural constraints only at the point of institutional maturity, therefore the critical point in the realignment process for the U.S. military is at a point between an individual’s realignment and the wider community’s perception of their success.

Using the displaced Syrian populations (UN-recognized and undocumented) in Lebanon as a case in point, the attempt will be made to portray and discuss the responses of underdeveloped host communities to overwhelming increases in the size of their non-national population. The U.S. has been battling ISIS and its forerunners for over two decades; however, ISIS continues to endure and expand. While described as a death cult by some political leaders and other key stakeholders, this assertion received little consideration in the scholarly literature. The purpose of this study was to ascertain whether ISIS satisfied the criteria of an apocalyptic Islamic cult through the application of a historical qualitative research design and meta-analysis. Using narrative research study founded in social constructionism, I explored the lived experiences of thirty Afghan humanitarian aid workers in Kabul, Afghanistan, to discover how they experienced the war on terror. Ten participants were individually interviewed and their stories, personal experiences, perceptions, and voices have been presented in this study. I also facilitated a focus group of twenty Afghan NGO directors, and their views are echoed in the study.
