Evolving Regional Frameworks for Ag-to-Urban Water Transfers (December 11)

The permanent transfer of water from agricultural users to municipalities has become a common feature of water management in several western states. In many cases, these voluntary market‐based transfers provide significant benefits to both the buyers and sellers, but many third parties—including remaining irrigators, rural businesses and communities dependent upon agricultural economies—have been negatively impacted. While some impacts of these so‐called “buy and dry” transfers are largely unavoidable, many can be lessened by temporary arrangements that only shift water to cities in years when municipal supplies are inadequate, such as drought and post‐drought storage recovery, and by consolidating individual farm‐to‐city …

Better management of highway operations can be achieved, in part, by controlling vehicular access to adjacent properties and cross streets. This tactic, referred to as access management, has proven safety and operational benefits. However, doubts remain regarding its environmental and economic benefits.

I hypothesize that one environmental indicator, carbon emissions, will decrease with proper access management. Controlling access increases the speed at which vehicles travel, improving fuel efficiency and reducing carbon emissions. My hypothesis relative to financial impacts is that access management will neither help nor harm businesses. Controlling access can reduce travel time which has the effect of increasing …

If current trends of declining fertility rates and increasing abandonment of rural land as a result of urbanization continue, this will signal a globally significant transformation with important consequences for policy makers interested in conservation planning. This transformation is presently evident in a number of countries and projections suggest it may occur in the future in many developing countries. We use rates of population growth and urbanization to project population trends in rural areas for 25 example countries. Our projections indicate a general decline in population density that has either occurred already (e.g., Mexico) or may occur in the future …

Karst regions are composed of soluble rock, often limestone, which leads to the formation of fissures, sinkholes and water flow conduits such as caves. Pollutants in karst waters tend to be quickly directed and concentrated into these subsurface conduits. As a result of this and other factors, water resources are especially sensitive to contamination and pollution in karst areas. Pollutant concentrations going into fluvial systems travelling through the subsurface in karst areas are often very similar to the concentrations arriving at outlets such as springs. This dissertation examines whether the vicious circle theory applies in three developing countries characterized by high population growth. According to the vicious circle theory, natural resource scarcity coupled with poverty leads to population growth via positive effects on fertility particularly in rural areas of developing countries. Population growth then leads to a further increase in natural resource scarcity, creating a "feedback loop." This is the first study to use micro-level data to test and control for endogeneity using a two-stage Probit model (IVPROBIT). The existing literature has largely failed to address endogeneity in the relationship between natural resource scarcity and …

Plant Recruitment In A Northern Arizona Ponderosa Pine Forest: Testing Seed- And Leaf Litter- Limitation Hypotheses, Scott R. Abella

Seed availability and leaf litter limit plant establishment in some ecosystems. To evaluate the hypothesis that these factors limit understory plant recruitment in Pinus ponderosa forests, I conducted a seeding and litter removal experiment at six thinned sites in the Fort Valley Experimental Forest, northern Arizona. Experimental seeding of four native species (Penstemon virgatus, Erigeron formosissimus, Elymus elymoides, and Festuca arizonica) and raking of litter occurred in 2005. Seeding resulted in a substantial recruitment of 14 to 103 seedlings/m2 (1 to 10/ft2) one month after seeding for two species (P. virgatus and E. elymoides), but these densities subsequently declined by …
