Climate change is an increasingly urgent area of research due to the hardships it causes for lands and communities across the globe. Specifically in regard to the United States (U.S.), climate change has many concerning implications on our agricultural system. The National Flood Insurance Program provides an incentive-based program, the Community Rating System (“CRS”), to encourage communities to improve their hazard mitigation protocols to better protect against and prevent flood-related hazards. This dissertation analyzes factors that influence participation and points scored within the CRS to gain an understanding of the conditions under which communities are willing and able to take advantage of an incentive-based flood hazard mitigation program. This dissertation explores the application of remote sensing technologies in conservation agriculture, specifically focusing on identifying and mapping winter cover crops and assessing voluntary cover crop adoption and cropping patterns in the Arkansas portion of the Mississippi Alluvial Plain (MAP). In the first chapter, a systematic review using the PRISMA methodology examines the last 30 years of thematic research, development, and trends in remote sensing applied to conservation agriculture from a global perspective. Floods are the most damaging natural disasters in America. Land use change in upland watersheds can increase the probability and severity of floods (Bronstert, Niehoff, & Burger, 2002). When watersheds are divided by political and private property boundaries it leads to a misalignment of incentives in which downstream users lack recourse for upstream land use decisions contributing to flood risk. Nearly 50% of all marine fish capture in the Philippines is from artisanal fisheries, most of which is un- or under-reported. As in many emerging nations around the world, the Philippines cannot fully address overfishing by managing only half of the catch that comes from commercial fisheries. Marine reserves are a popular governance strategy for conservation and of growing interest for fisheries management. Many marine reserves in the Philippines, however, are not considered effective. An institutional dilemma exists between the Clean Water Act (CWA) and the Safe Drinking Water Act (SDWA). US surface waters are protected from point-source pollution by the CWA. Community Water Systems (CWSs) that draw from these surface waters for potable purposes are required to treat that water to a level that meets SDWA health standards. Therefore, decreases in CWA regulations could lead to surface water quality declines and, thus, higher SDWA compliance costs for CWSs. Tidal marshes serve as important “blue carbon” ecosystems that accrete large amounts of carbon with limited area. While much attention has been paid to the spatial variability of sedimentation within salt marshes, less work has been done to characterize spatial variability in marsh carbon density. Driven by tidal inundation, surface topography, and sediment supply, soil properties in marshes vary spatially with several parameters, including marsh platform elevation and proximity to the marsh edge and tidal creek network.
