Executive Summary
As a unit in the National Park Service (NPS), Missouri National Recreational River (MNRR) is responsible for the management and conservation of natural resources within its boundaries. This mandate is supported by the National Park Service Organic Act of 1916, which directs the NPS to:
conserve the scenery and natural and historic objects and the wildlife therein and to provide for the enjoyment of the same in such a manner and by such means as will leave them unimpaired for the enjoyment of future generations.

Executive Summary
The Northern Great Plains Inventory & Monitoring Network (NGPN) was established to develop and provide scientifically credible information on the current status and long-term trends of the composition, structure, and function of ecosystems in thirteen parks located in five northern Great Plains states. NGPN identified upland plant communities, exotic plant early detection, and riparian lowland communities as vital signs that can be used to better understand the condition of terrestrial park ecosystems (Gitzen et al. 2010). Designing Carbon Taxation Schemes For Automobiles: A Simulation Exercise For Germany, Adamos Adamou, Sofronis Clerides, Theodoros Zachariadis

Vehicle taxation based on CO2 emissions is increasingly being adopted worldwide in order to shift consumer purchases to low-carbon cars, yet little is known about the effectiveness and overall economic impact of these schemes. We focus on feebate schemes, which impose a fee on high-carbon vehicles and give a rebate to purchasers of low-carbon automobiles. We estimate a discrete choice model of demand for automobiles in Germany and simulate the impact of alternative feebate schemes on emissions, consumer welfare, public revenues and firm profits. The analysis shows that a well-designed scheme can lead to emission reductions without reducing overall welfare.

In the late 20th century, neuroscientists in Italy discovered a neuron in the brain capable of mentally mimicking the emotions derived from the actions of others (Rizzolatti and Craighero, 2004). It is the process that makes your elbow ache when someone else knocks their elbow on the counter or the uncontrollable smile that creeps up when someone smiles at you. Textbooks in Environmental and Natural Resource Economics invariably deal with the problem of allocating a non-renewable resource over time. The simplest version of that problem is the case of a resource that is to be allocated over two periods. The resource has a constant Marginal Extraction Cost (MEC). Most textbooks treat this case before moving on to more complex and realistic cases. This paper suggests the results that should be emphasized and the method that should be used to arrive at those results. It also points out the possible confusions that should be avoided. Inequality, Communication And The Avoidance Of Disastrous Climate Change In A Public Goods Game, Alessandro Tavoni, Astrid Dannenberg, Giorgos Kallis, Andreas Loeschel

International efforts to provide global public goods often face the challenges of coordinating national contributions and distributing costs equitably in the face of uncertainty, inequality, and free-riding incentives. In an experimental setting, we distribute endowments unequally among a group of people who can reach a fixed target sum through successive money contributions, knowing that if they fail they will lose all their remaining money with 50% probability. In some treatments we give players the option to communicate intended contributions. We find that inequality reduces the prospects of reaching the target, but that communication increases success dramatically. Successful groups tend to …

Competition for scarce Colorado River water resources is nothing new, but the conflicts that prompted the seven basin states to negotiate the 1922 Colorado River Compact have grown considerably fiercer and more complex in recent decades. In 2007, responding to the challenges of increasing demand and sustained drought, the seven basin states and a number of other affected interests agreed to a set of interim guidelines for allocating Colorado River water in the event of shortages. The Environmentally Friendly Drilling Systems (EFD) Program, managed by the Houston Advanced Research Center, works to identify, develop and transfer critical, cost effective, new technologies that can provide policy makers and industry with the ability to develop natural gas reserves in a safe and environmentally friendly manner.
