In 2002, US Navy Seals found a list of pathogens in an Afghanistan cave that Al Qaeda had planned to use in a series of biological attacks. Unique about the discovery was that the pathogens were not limited to human ones. Six pathogens targeted livestock and four targeted crops. Despite this discovery, limited attention has been given to the possibility of a state-sponsored terrorist attack utilizing biological agents against the US population, food source, or water supply. This thesis explores the relationship between climate change and terrorism. It seeks to identify climate change as a contributing factor to terrorism. The motivation for this research is the increasing threat from both global issues. The threat of climate change and terrorism were heavily debated topics in the United States 2016 election, and remain contentious topics for world leaders today. The years 2014 and 2015 were the top two deadliest years for global terrorism, and out of the 17 hottest years on record, 16 of them have occurred since 2000. The September 11, 2001 terrorist attacks exposed vulnerabilities to U.S. homeland security and defense, leading U.S. officials to analyze threats to domestic and international interests. Terrorist attacks against food and water supplies (agro-terrorism), were deemed a national security threat because of the assessed fear, economic instability, and social instability that could occur following a food shortage. Research indicated a comprehensive response plan does not exist across the federal, state, and local levels of government to mitigate the public's possible responses to a perceived threat to food security and food shortages following an agro-terrorist attack.
