Since 2015, all countries that are members of the United Nations have participated in one of the programs to support human and environmental benefit, Sustainable Development Goals (SDGs). Indonesia as a member of the United Nations supports the course of the program with the release of Presidential Regulation No. 59 year 2017 in which all institutions and ministers follow tpb in accordance with their respective basic duties. This paper is an attempt to examine the present status and position of Government and Government sponsored public libraries in the Kalimpong district of West Bengal in terms of their establishments, membership patterns, physical facilities, staff strength, their collections, organizations, services and computer facilities etc. A total of 30 structured questionnaires were distributed among the Public Libraries across this hilly area and all the questionnaires were duly obtained with a response rate of 100%. The development of information and communication technology makes the process of capacity building a necessity for libraries including those located in rural areas. The purpose of this study is to analyze the capacity building process of village libraries. The research method used is a case study with a qualitative research approach to obtain detailed and in-depth data. Public libraries have become community hubs of technology, changing the responsibilities of public librarians. The problem is a gap between public library technology needs, the skills librarians have with technologies, and the strategies they use to acquire skills. The purpose of this predictive, sequential, explanatory mixed method study was to examine public librarians' attitudes about learning new technology and their behavioral intention to adopt it. Two frameworks guided this study: the unified theory of acceptance and use of technology model and the diffusion of innovations theory.
