There are four major objectives of this research. An effort is made here to identify trends in the labor market participation of teenagers, especially in the Commonwealth of Massachusetts and in the City of Boston; to specify unemployment trends in terms of the racial identification of teenagers or youth, with a special focus on the 14-19 year old cohort; to describe the types of jobs held by teenagers and make an assessment of the long-term implications of types of employment for future employability; to specify the most frequently identified issues* delineated when attempting to address the problem of youth unemployment; to permit young employed people to speak about …

James P. Smith and Finis R. Welch, along with fellow economist Richard B. Freeman, have been primarily responsible for the much accepted notion that there have been “dramatic” advances in the economic situation of blacks in the recent past. Closing The Gap: 40 Years of Economic Progress for Blacks (CTG) is just the latest installment and reworking of this optimism. Freeman attributed the alleged progress to a “collapse” of labor market discrimination caused by “governmental and related antidiscrimination activity associated with the 1964 Civil Rights Act.” Smith and Welch, on the other hand, have always been somewhat agnostic about the …

State Management Systems: The Case For Internal Controls, Joseph A. Mchugh

This article contends that recent managerial improvements in the federal government can and should be replicated by the states. Although effective internal controls in federal agencies and programs had been mandated in 1950, little progress was made until the late seventies and early eighties, when Congress enacted several laws to strengthen federal financial management and the executive branch initiated a modernization program. This happy confluence of events brought significant improvements to federal management as a whole. Now it's time for similar progress in state operations.
