Poverty is widely considered the root cause of child labor in the Philippines. Thus, the Pantawid Pamilyang Pilipino Program (4Ps) was designed to alleviate poverty and reduce child labor through financial assistance, conditional on welfare investments like children’s education. Using 2017, 2019, and 2020 data from the Annual Poverty Indicators Survey (APIS), the study estimated the differential impact of 4Ps on child labor before and during COVID-19 across varying demographic, socio-economic, and locational characteristics. An empirical investigation of the effects of occupational skills, human capital, and other worker characteristics on labor market outcomes is examined in this study. Using the PSA Labor Force Survey and Philippine Standard Occupational Classification (PSOC), the group offers a task-based measure as a proxy for occupational skills. Such problems in measuring skills arise when skill endowments of workers are underivable in a survey dataset. Diewert (2015) reworked Tang and Wang’s (2004) growth decomposition and claimed that: “Thus even if all industry labor productivity levels remain constant and all labor input shares remain constant, economy wide labor productivity growth can change due to changes in industry real output prices (italics added)” (p. 370). The generalized exactly additive decomposition (GEAD) of GDP and aggregate labor productivity (ALP) growth, originated by Tang and Wang (2004), is gaining attention in the literature and acceptance in practice. This paper shows, however, that the original GEAD is not always consistent with the “theory” that aggregate GDP growth is pure quantity growth and ALP growth depends only on productivity and labor share changes. Characterized by a worsening, even-though-already-high, open unemployment rate and underemployment and a persistently pervasive vulnerable employment, the economy provided a bleak picture for workers in marked contrast to the more inclusive nature of the growth episode in the 1990s (before the Asian financial crisis).
