Infrastructure can be unreliable and administration subject to corruption in Asia’s rapidly emerging economies. This context presented Singapore with unique opportunities to export its ‘positive reputation’ to locations where these attributes are less certain, through the provision of superior infrastructure, the ability to negotiate investment concessions and, where existing, through the links to influential business groups in the investment location. This work presents the first-ever history of the 150-year religio-political rivalry between the Deobandis and the Barelvis--arguably the most important schism in the "Muslim world," and certainly the most significant within Sunni Islam. More recently, that rivalry has often been expressed by means of bullets and bombs, especially in Pakistan. But beyond the headline-grabbing violence of the Deobandi-Barelvi schism lies the story of a century-and-a-half-long religious antagonism: at first over converts, later for competing visions of the political future, then for a place within a new "Islamic" polity--for dominance within its political structure. While blood pressure may be decreasing around the world, it has been on the rise in India (Kounteya, 2012). According to the World Health Organization, the average blood pressure went down by 2.7mm Hg among women globally, while increasing by 2.4mm Hg in India. In men, blood pressure decreased by 2.3mm Hg globally in the past three decades but increased by 2.2mm Hg in India (Kounteya, 2012). India does not fit easily into existing models of thought on the nature of a state and defies ease of understanding. Though India is most often considered to be a subsidy state, I show in this thesis the notion of the subsidy state does not capture the true nature of the Indian state. This thesis examines the evaluation of the economic, environmental and social effects of dams, and lessons learned from previous dams. It then focuses on cost benefit analysis as a decision-making tool pre-project for evaluating the potential gains and losses of building a dam; and as a framework for evaluating dams in operation. It reviews the basic assumptions required for a legitimate cost benefit analysis, and the inherent limitations of this method.
