After the carnage of World War One and the dissolution of the Ottoman Empire a new form of political organization was brought to the Middle East, the Nation-State. Based on European ideas of Sovereignty and equality between countries; the nation-state was thrust upon these areas that had no history or interest in adopting a foreign form of governance and served the primary purpose of safeguarding the imperial interests of Europe. Compounding their error, the regions of these new nation-states contained populations that had long resented and mistrusted each other. Since 2015, France has experienced a particularly high number of terrorist attacks. This paper examines the French state response to such events and analyzes its effect on the relationship between civil liberties and national security. The activation of the state of emergency – as an exceptional measure that suspends warranted searches and certain freedoms – highlights a potential impediment to reconciling France’s national values such as liberté with the urgent need to mitigate terrorist activity. Beginning in 2011, the Syrian Refugee Crisis refers to refugees that come to Europe in an effort to escape the civil war in Syria. The influx of refugees from Non-European Union Member States, specifically those from Syria, threatens the stability and the status quo of the European Union. This population is particularly relevant because their status as refugees and their large numbers indicates a level of uncertainty about short term and long term assistance expectations. Voter turnout in the U.S. has lagged behind other developed democracies for decades. Exactly what causes this discrepancy has been an issue of debate. Ironically, "voters [in the United States] are more politically aware and involved than citizens in any other democracy, yet the levels of voter turnout are consistently far below the democratic average" (Powell 1986, 17).
