This is a fantastic scholarly work (20 pages inclusive, 49 detailed maps plus over 100 photos and illustrations) that adds greatly to the body of scholarship on ancient and modern Tibet. In his introduction, Ryavec explicitly calls Tibet a civilization in its own right despite many entanglements with Chinese Empires, being conquered by the Mongols, and being influenced by steady flows of trade long the Silk Road and by Buddhist monks from India promoting their brands of enlightenment to any who would listen. The Chinese invasion of Tibet, and the Dalai Lama’s subsequent decision to flee in 1959, resulted in the mass influx of Tibetan refugees into India that continues today. It has become clear to the Indian government, as well as to the Tibetan community in exile, that repatriation is unlikely in the near future. Consequently, an evaluation of India’s protection of, and assistance for Tibetan refugees is necessary to ensure their treatment is in accordance with international standards. The struggle between Tibet and China has been a long and intractable one. How China chooses to deal with Tibet, commonly referred to as the “Tibet Question,” is a point of controversy both within China and for the international community at large. The two main points of concern are Tibet’s quest for self-determination and Tibetan quality of life under Chinese rule. While Tibet’s struggle for self-determination can be linked with the questionable treatment Tibetans face under the Chinese government (hereafter referred to as Beijing), the two issues are not exactly the same.

Despite American "containment" in the fifties and sixties, China was nevertheless a major actor on the international scene. The loci of China's practice of international politics ranged from the Bandung Conference to its ideological foray into European politics following the Hungarian rebellion in 1956. Along with this activism in the international environment, China turned her attention in the late fifties to the question of gaining mutual agreements with her neighbors on the delineation and regulation of the boundaries.
