Since the 1970s, the word "terrorism" has become a well-known term. Almost two decades after 9/11, it has become a part of everyday vocabulary and, at times, dominates the news cycle. However, the faces we see associated with terrorism are mainly men. When talking of a training camp or a video claiming responsibility for terrorist attacks, women are not a part of the majority. Restrictions On Expression As A Counter-Terror Policy In The United States And France: Divergence By Design Or Curious Convergence?, Filip G. Bozinovic

This paper explores how restrictions on expression – a dimension of US and French counterterror policy – are realized given the socio-political and legal-procedural differences between the two countries. Theoretically, the US – with its strong constitutional free speech protections and its tradition of limited government – should respond less aggressively than France, which has a more flexible constitution and a statist tradition. This paper contends that while France restricts terror-related expression to a greater degree than the US, the US possesses more tools to counter terror-related expression than its constitution suggests. France has been the victim of twelve high-profile terrorist attacks since 2012, despite its heavy-handed, legalistic approach to counterterrorism. The United Kingdom, in comparison, has undergone only one major attack since 2007. Is the British counterterrorism model, which focuses on engagement with community organizations and NGOs, proving more successful than the French approach? This paper proposes that France’s security forces should consider adopting aspects of the British community-based counter-radicalization model.
