In the 2023 annual meeting of China’s parliament, Chinese President Xi made it clear to his political leaders and the world that he was preparing for war. This should come as no surprise after analysis of China's grand strategy points clearly to the intent to surpass the U.S. as the premier global superpower in all respects. The end of GWOT, coupled with Russian failures in Ukraine, has created an uncertain strategic environment—similar to the environment after WWI. The Great War aftermath created a power vacuum exploited by rising powers—likewise, the GWOT and Russian aftermath has created a new multi-polar environment with a new actors competing to revise the balance of power. The emerging era is a Great Power competition marked by competitions between powers across different venues to accrue status relative to their competitors. Space is the future for humanity. Whether that is a future of amity and cooperation, or competition and conflict depends in large part to what America makes it. While America cannot afford to entirely abandon cooperation with the world in the final frontier, neither can it afford to cede the advantage in a new field of potential warfare to adversaries in China and Russia.
