Françafrique refers to the complex system of political, economic, and military relationships between France and its former colonies in Africa, characterized by neocolonialism, paternalism, and corruption. This paper aims to analyze the history and future of French geopolitical activity in Africa, including its motivations, strategies, and impacts. We first establish the background of France’s complex relationship with Africa, beginning with French colonialism in the region and decolonization. Next, we look at the period of close ties France maintained with most of its former colonies in Africa throughout the late 1900s. Over the past two decades, the international community has found itself questioning France’s application of laïcité and the egalitarianism it supposedly ensures, particularly regarding veils associated with the Islamic faith. Integral to the face veil debate is the advocacy of French feminists, especially those who identify as pro-ban. Overarchingly, pro-ban feminists argue that the practice of wearing face veils or coverings undermines a French citizen’s obligation to foster cohesion in the public sphere through the acceptance of republican norms. Few issues are as important to European politics as integration, though research into the actual effect of integration policies on immigrant communities is sparse in Europe and especially in France. This paper examines through the data available to researchers how immigrant communities compare to native populations in terms of cultural, health, and economic characteristics. To this end the paper is organized as follows: the first section introduces the French political context and the cultural attitude towards immigrants. The prospect of the United Kingdom leaving the European Union during the 2016 Brexit referendum was deeply troubling to French officials. As a historic leader of the European integration project, the French government and media worried that Brexit would embolden Eurosceptics in France. This threatened to undermine France’s identity as a pro-European nation. Also, due to France’s position as one of the UK’s main trading partners, French citizens and businesses feared that the end of freedom of movement between these countries would create burdensome legal and economic consequences. Europe's (Lack Of) Welfare Chauvinism: Evidence From Surveys And Spending, Ethan Davis

Immigration’s effect on European welfare states is complicated. On one hand, increased immigration might undermine social solidarity and impose greater fiscal burdens on redistribution, reducing support for welfare spending. On the other, natives could respond to greater globalization with economic anxiety, increasing support for redistribution in order to mitigate risk. Welfare chauvinism predicts a mixed effect—increased spending for programs that middle-class natives use and reduced spending for programs that benefit immigrants disproportionately. I test this theory by analyzing (1) European attitudes towards immigration and welfare spending and (2) actual spending on these programs, particularly social housing. Additionally, I present a …

Restrictions On Expression As A Counter-Terror Policy In The United States And France: Divergence By Design Or Curious Convergence?, Filip G. Bozinovic

This paper explores how restrictions on expression – a dimension of US and French counterterror policy – are realized given the socio-political and legal-procedural differences between the two countries. Theoretically, the US – with its strong constitutional free speech protections and its tradition of limited government – should respond less aggressively than France, which has a more flexible constitution and a statist tradition. This paper contends that while France restricts terror-related expression to a greater degree than the US, the US possesses more tools to counter terror-related expression than its constitution suggests. Since 2015, France has experienced a particularly high number of terrorist attacks. This paper examines the French state response to such events and analyzes its effect on the relationship between civil liberties and national security. The activation of the state of emergency – as an exceptional measure that suspends warranted searches and certain freedoms – highlights a potential impediment to reconciling France’s national values such as liberté with the urgent need to mitigate terrorist activity. France has been the victim of twelve high-profile terrorist attacks since 2012, despite its heavy-handed, legalistic approach to counterterrorism. The United Kingdom, in comparison, has undergone only one major attack since 2007. Is the British counterterrorism model, which focuses on engagement with community organizations and NGOs, proving more successful than the French approach? This paper proposes that France’s security forces should consider adopting aspects of the British community-based counter-radicalization model.

After the 2011 Fukushima nuclear accident, Chancellor Merkel of Germany announced a complete nuclear phase-out in Germany by 2022, while President Hollande of France assured the French government of his commitment to nuclear energy. Fossil fuels, notably lignite and coal, dominated the German energy sector with 47.9% market share of total energy production in Germany; nuclear energy is the leading energy source in France with a market share of 80.9% in 2013. As immigrants arrive in a new culture, they must modify their behaviors to adapt to their host society. Through a review of current literature, I will examine the psychological and sociological aspects of immigration and the effects on migrant identity. I will argue that migrants most desire a bicultural identity, in which they retain some elements of their ethno-cultural identity while adopting some values of French society. The construction of a bicultural identity presents a challenge due to the particular philosophical foundations of the French nation-state and French culture.
