Since democratization in the 1990s, Mali has pursued governmental decentralization policies, ranging from administrative deconcentration to fiscal devolution. In many cases, governmental decentralization is seen as a post-conflict tool aimed at promoting various goals such as development or greater autonomy for some groups and regions. In Mali, several Tuareg rebellions in the northern regions of the country have been a major impetus for decentralization debates. To date, however, governmental decentralization has failed to bring peace and sustained development to the region. In this thesis, I consider the trend of increasing backlash against civil society around the world. I focus on Ecuador and Peru, both democratic countries that have placed restrictions on NGOs receiving foreign funding. I examine both countries in terms of changes over time in the regulatory environment for NGOs. I ask: What factors motivated these changes? I analyze the countries with respect to three possible explanations: defending sovereignty against foreign powers, stifling internal dissent, and seeking rents. This thesis explains how national media shape Indian foreign policy toward Pakistan. I use empirical research to explore the contribution of national media to the formulation of policy during the 1999 Kargil War and 2001 Agra Summit between India and Pakistan. I created a database of news articles in the leading national English newspapers—The Times of India and Hindustan Times and then coded and analyzed them. I analyze the media’s role by identifying trends in media strategies such as framing, agenda setting, and manufacturing consent. This study examines why Japan and Switzerland have chosen to keep the vocabulary of Article 9 and neutrality, respectively, and to reinterpret their definitions to suit their needs (policy reinterpretation), instead of simply abandoning the original policy and replacing it with a new, more suitably worded policy that clarifies the changing policy position of the government (policy abandonment). This thesis aims to study Colombia’s post-conflict processes and peacemaking politics. Over the years, the numerous attempts at peace lacked solutions prioritizing a sustainable process for peacebuilding and post-conflict reconstruction. Yet since 2003, the government has implemented and prioritized a three-pronged policy known as Disarmament, Demobilization, and Reintegration (DDR) in an attempt to bundle the disparate elements that appear to be necessary components for long-term peace.

This thesis examines the function of music within different theories of nationalism and the appropriation of folk music within the genre of min’ge. Min’ge, a term in Chinese which directly translates to “folk songs”, has generally been defined as oral musical traditions. However, due to the increased politicization of popular music since the 1930s, the nature folk music has fundamentally changed, reflecting its new significance within Chinese nationalism. Haitian university students represent a part of the increasing diversity of Haitian migrants in the Dominican Republic. Using an ethnographic approach, I explore university students’ motivations for studying in the Dominican Republic, their experiences at Dominican universities and in Dominican society, Haitian student organizations, and their future plans. Additionally, I focus on Haitian students’ experiences with discrimination and how they relate to other Haitian migrants in the Dominican Republic. I find that most students come to the Dominican Republic due to the difficulty of gaining entrance to affordable Haitian universities and logistical convenience. Blat, or the exchange of favors among friends, played a key role in the Soviet Union. The ability to use connections to gain access to hard-to-find goods or services was practically indispensible in the shortage economy. But blat has also been important in the post-Soviet environment, particularly in business. People with powerful connections have achieved success, while those outside of the business networks have been left behind. Thus, the ability to establish and maintain connections determines who succeeds in Russian business today.
