This article exposes the political underpinnings of the term “genocide of the Soviet people,” introduced and actively promoted in Russia since 2019. By reclassifying mass crimes committed by the Nazis and their accomplices against the civilian population—specifically Slavic—as genocide, Russian courts effectively engage in adjudication of the history of the Second World War. In the process, genocide trials, ongoing in twenty-five Russian provinces and five occupied Ukrainian territories, present no new evidence or issue new indictments, thus fulfilling none of the objectives of a standard criminal investigation. “Military Conflict in Ukraine: Personality Profiles of the Principals – Vladimir Putin, Alexander Lukashenko, and Volodymyr Zelenskyy” was a panel presentation at the 46th Annual Scientific Meeting of the International Society of Political Psychology in Montréal, Québec, Canada, July 9–11, 2023.

Following an overview of the conceptual and methodological framework that informed their personality-in-politics inquiry, panelists presented the personality profiles of three national leaders central to the current military conflict in Ukraine: Russian president Vladimir Putin, Belarusian president Alexander Lukashenko, and Ukrainian president Volodymyr Zelenskyy.

Russia is an incredibly diverse country, both linguistically and ethnically. However, Russia is often presented, and presents itself, as a monolith. Russia’s approach to minority language teaching further perpetuates this monolithic view by creating a hierarchical language structure with Russian at the top. This hierarchy is created through societal pressure, language requirements in the Russian education system, and the minimization of minority language instruction, in direct contrast to best practices for language instruction. The nature of this conflict as a war justified by claims about history, identity, and legitimacy suggests that there will be a need for post-war reconciliation initiatives. Russia’s invasion of Ukraine in 2022 forced the United States and its NATO partners to be confronted with the impact of hybrid warfare far beyond the battlefield. Targeting Europe’s energy security, Russia’s malign influence campaigns and malicious cyber intrusions are affecting global gas prices, driving up food costs, disrupting supply chains and grids, and testing US and Allied military mobility. Following the collapse of the Soviet Union, Russia experienced an abrupt discontinuity in its sense of identity. This break in identity, and a more profound lost sense of self, creates a strong need to reestablish continuity. The need to regain that sense of self is strong and can supersede other concerns. Ontological security theory proposes that the need to maintain identity can outweigh physical security considerations. After the collapse of the Soviet Union in 1991, many ethnic groups found themselves suddenly as a diaspora across the various republics. Most notable among these would be the Russians who radiated out from the Russian SFSR into the periphery states. In two states in particular, Ukraine and Kazakhstan, was there simultaneously an overall large community of these dispersed Russians and in which that community formed a substantial share of the host state’s population.
