Extract:Insights drawn from a comparison between International Relations theory and Chinese philosophy provide a timely vantage point for ‘Chinese Engagements’ at this historical juncture of China’s emergence as a twenty-first century global power. In this chapter, after a brief historical background, three major International Relations theoretical perspectives are examined: neorealism, neoliberal institutionalism, and social constructivism. In addition, hegemonic stability theory and global governance are selected as concepts relevant to the globalised political world. This article examines the concept of the ‘external arena’ and the role of the ‘information network’ in the expansion of the world-system and incorporation of new regions. I reference research on nested networks of interaction, and echo criticisms that the impact of myth and misinformation has been underappreciated as an element of incorporation. Alteration occurs well-prior to the point at which most world-systems literature considers a region incorporated. I develop the concept of “protoglobalization” to characterize this early, overlooked social, economic, and political change.

Much research has implied that social capital functions as an unqualified “public good,” enhancing governance, economic performance, and quality of life (Coleman 1988; Cohen and Arato 1992; Putnam 1993; Cohen and Rogers 1995). Scholars of disaster (Nakagawa and Shaw 2004; Adger et al. 2005; Dynes 2005; Tatsuki 2008) have extended this concept to posit that social capital provides nonexcludable benefits to whole communities after major crises.
