This dissertation investigates the concept of external legitimacy and its implications for de facto states in the international system. Previous research on state recognition has primarily relied on United Nations recognition as a binary measure, neglecting the nuanced variation in the external legitimacy of de facto states. To address this gap, this study introduces a new External Legitimacy Dataset and develops a comprehensive measure of external legitimacy. Using this dataset, the study demonstrates the utility of the measure by providing latent estimates for 31 de facto states and predicting violence based on their level of external legitimacy. The United States must place Russia’s focus on geographic concerns at the center of future strategy development to build a constructive relationship with Russia and achieve US regional goals. This article analyzes Russia’s geography and historical impact on Russian foreign policy, outlines Moscow’s current foreign policy goals, and highlights underlying concerns for US policymakers and military practitioners. By pursuing policies that support Russian goals of economic integration, mitigation of demographic concerns, and security of national borders, the United States can set the foundation for productive engagement on critical issues.

A great deal of research focuses on the question of why incumbents invite IEOs but do not explicitly explored the root cause of why cheating in elections occurs despite the presence of IEOs. The occurrence when incumbents in young democracies invite international election observers (IEOs) and nevertheless cheat in elections has not been fully explored. This research advances the following expectation: incumbents seeking international benefits and whose electoral institutions are not fully mature are more likely to invite IEOs and cheat in an election. What are Beijing’s intentions behind the Belt and Road Initiative (BRI)? China’s foreign policy efforts between 2010 and 2017 are analyzed by comparing five indicators to BRI project spending to understand the goals driving the initiative. Five indicators are used to compare how China’s interest between Belt participants and Road participants: image building, economic volatility, public opinion, energy resources, and geostrategic location. These indicators are applied to four case study BRI participants to rate China’s interest and then compare that to overall BRI project spending. The last six months of the Trump administration witnessed interesting developments regarding its legacy in the Middle East. The normalization of ties between four Arab states and Israel constituted major breakthroughs not only in the regional inter-state relations but also for the American foreign policy in the region.

In this context, this thesis offers insights into how to understand and evaluate the administration's approach towards these developments. Based on systematic and empirical research, I analyze a corpus comprised of Trump-era foreign policy documents regarding the Iranian and Israeli-Palestinian questions. In the first several years following the attacks on September 11, 2001, many in both the American political elite and general public questioned the merits of the US’s strong alliance with the Kingdom of Saudi Arabia, as fifteen of the nineteen hijackers, as well as Osama bin Laden, were Saudi citizens. The Kingdom was known for its lax regulations surrounding terrorist financing, which played a role in al Qaeda’s ability to carry out the 9/11 attacks. Due to this, many called for the US to end its historic partnership with the Saudis.

Since the beginning of the millennium, all the regional energy players in the East Mediterranean had good cooperation with little intra-state rivalry or tensions. The Arab Gas Pipeline was successfully carrying Egyptian natural gas to Jordon, Lebanon, Syria and Israel. Egypt had signed agreements to further connect with the Turkish pipeline network, carrying natural gas to the European markets. However, the Egyptian government was facing an internal challenge concerning the normalization of economic relations with Israel. Public opinion was completely against the deal, yet the rest of the Arab Gas Pipeline destinations represented aspiration for further Arab cooperation.

This thesis seeks to demonstrate how the administration of President Franklin D. Roosevelt undertook an unprecedented policy of trade expansion and corporate investment in the Middle East, a region previously an unchallenged British and French sphere of influence. Analyzing four congressional hearings that publicly discuss the CIA’s ‘secret’ drone program, this thesis considers the interaction between publicity and secrecy in facilitating practices of later-modern warfare. Specifically, I examine the content of these drone hearings within the broader context of leaks, Obama administration speeches, and public interest in CIA drones to better understand how open secrecy engages with public oversight. I argue these hearings are deceptively productive. While they largely fail as oversight events, the hearings facilitate numerous unexpected outcomes—including the normalization and entrenchment of the CIA drone program. Paradoxically then, publicity proves essential to the maintenance and acceptance …

This dissertation explains how and why Russia has expanded its sphere of influence in the Arctic and why the United States has not assertively balanced this expansion. In doing so, I show that regional spheres of influence are historically and socially constructed. While material and security concerns motivate state behavior, I show that states also develop institutions, identities and interests that influence their relationships with each other and cause them to approach regions in different ways that are not readily explained by realist or liberal assumptions of how international relations should work.
