Both countries experienced conflicts that begun in the Cold War era and underwent peace processes in the post-Cold War era. This dissertation presents a new conceptual framework for understanding genocide and mass political violence. I build upon existing theories of mass violence that take into account motivations for committing mass atrocities, combine these with the task of counting civilian casualties, and propose a new framework based on the perpetrators’ socio-political standing in society. This model develops a four-part typology of perpetrators by examining the level of government participation and societal participation in the process of violence. Four patterns of perpetrators emerge from this deductive assessment of large-scale violence. These mass political violence perpetrator categories are: a) state perpetrators; b) state-society …

In December of 1989, the United States launched Operation Just Cause, a military invasion of the country of Panama, capturing Manuel Noriega and overthrowing his government. This research project examines how Colin Powell, Richard Cheney, James Baker, and George H.W. Bush presented Operation Just Cause in their memoirs. It attempts to determine how these senior leaders’ depictions of this invasion incorporated it into the Bush administration’s overall foreign-policy strategy. This thesis examines how the Central Intelligence Agency and the U.S. State Department differed in their approaches to dealing with the Castro regime from 1959 through the aftermath of the Bay of Pigs Invasion. Using declassified documents from the CIA and State Department, I argue that the approaches of the CIA in dealing with the Castro regime were more aggressive than the approaches of the U.S. State Department. Today it is generally accepted that the duty to prevent is legally binding, but there is still uncertainty in international law about its specific content. Why did the international community decide to withdraw United Nations peacekeeping troops from Rwanda during the 1994 genocide? Analysis of newly released documents and results from an international conference with former U.N. and government officials sheds further light on our understanding of what took place leading up to and during the Rwandan genocide.
