The problem is economically costly, detrimental to physical and mental health, and damaging to political legitimacy, while also fueling a migration crisis and negatively impacting societal views on human rights. The police are tasked with responding to and investigating crime, but have been historically ineffective at doing so. In recent decades, many countries in the region have implemented significant police reforms in pursuit of decreasing crime and insecurity. Using Argentina, Brazil, Chile, and Mexico as case studies, this paper examines how women’s collaboration influences the effects of gender quotas on women’s representation. The efficacy of gender quotas in increasing the numerical representation of women and improving gender equality outcomes is well-researched, but questions remain about the precise linkages between the numerical representation of women and the substantive representation of women. This thesis analyzes previously identified linkages alongside actions by women’s organizations in national legislatures and civil society to better understand women’s roles as critical actors in making gender quotas successful. As Venezuela’s Chavista regime presides over the country’s descent into Latin America’s worst refugee and humanitarian crisis in modern times, a mass exodus of nearly five million Venezuelans since 2015, the rhetoric of Western anti-imperialists and the regime itself has absolved it of any responsibility for the crisis and the increasing authoritarianism that led to it by abdicating the regime's agency to act according to its own free will. From 1969–82, the United States and Great Britain redefined national security in a distinctive way, separating the notion of national security from its traditional foundations in realist thought. The way the two powers come to define national security was the result of more than a century of historical interaction with Latin America and their own historical experience with ideology, imperialism, and colonialism. Many countries, such as El Salvador and Honduras, have exceptionally high murder rates upwards of 40 homicides per 100,000 people (UNODC 2015). Other countries, such as Uruguay and Argentina, have relatively low rates, below 10 homicides per 100,000 people (UNODC 2015). Why did Brazil and Venezuela choose different exchange rate policies in 2003? Brazilian President Luiz Inácio “Lula” da Silva chose to maintain the managed float established by his predecessor; Venezuelan President Hugo Chávez chose to switch to a fixed exchange rate. Economic explanations typically consider structural factors drawn from Optimum Currency Area (OCA) theory as well as macroeconomic indicators such as level of reserves and inflation. This research addresses the issue of insufficient or stagnated progress toward U.S. foreign policy objectives for Latin America through an analysis of Department of Defense resource allocations toward the region. This thesis examines the U.S. Department of State's diplomatic handling of disputes over the seizure of U.S.-owned property in Latin America between 1937 and 1973. Seizures in Bolivia, Mexico, Guatemala, Cuba, Peru and Chile are used as case studies, and provide examples of successful and unsuccessful diplomatic outcomes.
