The dissertation investigates why variation exists in gender policies that challenge traditional power hierarchies across central and eastern European (CEE) countries and the role of political parties in this process. I first ask how gender issues get onto party agendas and then test whether parties in government that have campaigned on gender issues ultimately deliver on their promises. I examine three policy domains, marginally affected by the EU and international "soft" norms, affirmative action in the labor market, father's leave, and anti-domestic violence policies.

While there has been a shift in security studies from the security of states to that of people, realpolitik still takes place under the banner of an emerging discourse of ‘refugee crisis.’ Refugee insecurities are (en)gendered and experienced where their depth and breadth pose significant challenges to asylum seekers, neighboring host-states, and humanitarian agencies. To this end, this research captures the unique dynamics of a South-South refugee crisis in Lebanon, in which Syrians residents make up nearly one-third of its population. Since 1975 the Hmong have settled in the West as a diasporic group. Their involvement in the Vietnam and Secret Wars with the United States in Southeast Asia had forced the group to flee their homes in the mountain tops of Laos. This political migration has since forced Hmong leaders to reframe Hmong national identity in the diaspora, specifically in the United States. With this, certain aspects and perspective from Hmong women on the Secret War were marginalized. In the context of shifting cultural anchors as well as unstable global economic conditions, new practices of intimacy and sexuality may become tactics in an individual’s negotiation of conflicting desires and potentials. This article offers reflection on the interface between global forces, powerful transcultural narratives, and state policies, on the one hand, and local, even individual, constructions and tactics in regard to sexuality, marriage, migration, and work, on the other.
