This essay responds to a question posed by the William Mitchell Law Review for its annual national security issue: Has Obama Improved Bush's National Security Policies? I maintain that Obama Administration practices have been marked by striking continuities with those of the previous Administration. I then attempt to explain these continuities by discussing how American policymakers across the political spectrum share basic assumptions about the concept of national security and the need for an aggressive and interventionist foreign policy.

American Overreach: Strategic Interests And Millennial Ambitions In The Middle East, Asli Bâli, Aziz Rana

This article argues that American actions in the Middle East designed to advance democracy and/or ‘moderation’ tend to yield perverse outcomes that frustrate the aspirations of local actors while undermining the values purportedly being promoted by the US. In order to explain these contradictions, we emphasise the linkage between policies of democracy promotion and long-standing American commitments both to millennialism and geographical omnipresence. As a result of these policies and geopolitical vision, we argue that ‘democracy promotion’ often devolves into a simple defence of American interest – by producing electoral outcomes intended to strengthen local agents seen as compliant with …

Stepping Up: Burden Sharing By Nato's Newest Members, Joel Hillison

This book examines the burden sharing behavior of new NATO members. It makes the argument that new NATO members are burden sharing at a greater rate than older NATO members. It also suggests that NATO’s expansion did not lead to greater free-riding behavior in NATO, contrary to the predictions of the collective action literature. This analysis reveals that new NATO members have demonstrated the willingness to contribute to NATO missions, but are often constrained by their limited capabilities. This argument is supported using case studies, interviews with key NATO officials, and quantitative analysis of NATO defense expenditures and troop contributions. …

Australia has several important security interests in the South China Sea. This paper will outline those interests and the policy responses to challenges to those interests. The first interest is in maintaining regional peace and stability and, in particular, avoiding conflict. Second, Australia has increasingly deep economic ties to both Southeast and Northeast Asia. Any conflict over the South China Sea could negatively impact those ties and the benefits derived from trade. While some are of the opinion that good governance thrives best in an atmosphere of peace, others overwhelmingly emphasise the natural peace-inducing potentials of good governance. From the latter brand of scholarship, good governance is a necessary requirement for sustainable peace. Unfortunately, the problems confronting Africa in this century are predominantly governance-related. African countries are poorly ranked on the global scale of governance indicators. The consequences of this include recurrent civil wars, genocides, and the proliferation of organised rebellions against the state. EU-China economic interactions became more and more frequent in the past decades, nowadays EU and China are main trade partner for each other. This paper analyzed EU-China economic interactions from three dimensions: bilateral governmental interactions, trade and investment flows as well as barriers to trade and investment. In the wake of the 1952 Revolution, Egypt’s future Nobel laureate in literature devoted himself exclusively to writing for film. The Aesthetic of Revolution in the Film and Literature of Naguib Mahfouz is the first full-length study in English to examine this critical period in the author’s career and to contextualize it within the scope of post-revolutionary Egyptian politics and culture. Before returning to literature in 1959 with his post-revolutionary masterpiece Children of the Alley, Mahfouz wrote or co-wrote some twenty odd scripts, many of them among the most successful in Egyptian history. Non-governmental organizations claim to play a central role in defining U.S. foreign policy, particularly in the field of human rights. Here, I will examine the role of human rights and humanitarian groups in the debates over U.S. foreign policy towards Colombia, focusing on the design and subsequent additional appropriations for Plan Colombia, a multi-billion dollar aid package beginning in 2000. I argue that NGOs were able to build on the legacy of prior human rights activism focusing on Latin America, but failed to achieve significant grassroots mobilization around this issue. ON THE NIGHT of January 24, 2011, I sat smoking shisha and sipping tea at a coffee shop in the downtown Cairo neighborhood of Lazoghly, just blocks from Tahrir Square. The Tunisian revolution had reached a crescendo, but there was little talk of it in this largely working-class neighborhood. With rumors spreading that protests were planned for the coming day, I asked some of the regulars if they thought Egypt could go the way of Tunisia. It was a laughable query.
