The Institutional Design Of Arms Control: To What Extent Does Institutional Design Increase The Longevity Of Arms Control Agreements?, Jessica Budlong

The technical institutional design of arms control agreements remains a rather unexplored area of arms control. But the increasing uncertainty of future arms control efficacy requires a re-examination of the agreements’ institutional design to determine which components contribute positively to their longevity. This research examines the role of dispute settlement bodies as specific outside consultative bodies, verification regimes, membership as at least one nuclear-armed state party to the agreement, and technology transfer mechanisms in arms control agreements. The Russian Federation‘s reliance on nuclear weapons for national security will steadily increase over time. Based on current evidence and historical data, the Russian state will be unable to recruit, arm, train, equip, reform, and fund their conventional forces well enough to match up with capabilities of what it views to be its potential adversaries. Russia‘s historic experience with invasion and vulnerable geographic position reinforce the need for a powerful weapon with which to maintain the current regime and ensure its territorial integrity. The world is shifting from a unipolar system following the end of the Cold War to a multipolar system that is ushered in by "the rise of the rest." This change in the global structure has led some analysts to predict an increase in nuclear weapons proliferation caused by increased uncertainty and a decrease in alliances and security assurances. Nuclear proliferation, however, will not increase because these types of predictions are founded upon realist assumptions that inaccurately predict the characteristics of the emerging multipolar system as well as inaccurately understanding calculations of states with regard to nuclear weapons programs.
