Under what conditions do countries lose their status as the leading global financial center? Some scholars argue that such shifts follow shortly after transitions in the distribution of other key capabilities (e.g. GDP), while others argue that path dependence or other more bespoke capabilities might be able to sustain financial leadership long after decline in other capabilities. This paper aims to understand the causes of the Anglo-American financial transition. The emergence of more devastating and organized cyber attacks by non-attributable threat actors internationally raises questions about whether classical deterrence theory in its contemporary form has assisted important military defence alliances, like the North Atlantic Treaty Organization (NATO), to adapt to the changing threat landscape. The timeline of the NATO Alliance's adaptation to external cyber threats is examined at critical historical junctures. Changes and adaptation within internal policy-making processes at NATO headquarters and its affiliated centres, think tanks, and military bases are analysed with input from informed decision-makers. A Stoic approach considers justifications for moral actions to come not from an appeal to human rights, conformity to deontological rules, or from the utility of the actions themselves, but from virtuous character traits and corresponding virtuous actions. How does structure shape behavior and outcomes in crisis bargaining? Formal bargaining models of war rely on expected utility theory to describe first-order effects, whereby the payoffs of war determine actors’ “resolve” to fight as a function of costs and benefits. Value preferences of risk and future discounting are routinely treated as predefined and subjective individual attributes, outside the strategic context of bargaining or independent from expected utility. However, such treatment fails to account for context-conditional preferences sourcing from actors’ expectations of relative gain or loss. The “Women’s Agency in Keeping the Peace, Promoting Security” or “WePeace” is an initiative to capacitate selected community women in the Philippines on gender-responsive peacemaking and peacekeeping. This essay describes how the project has helped form women peacekeeping teams and enabled women’s increased participation in existing peacekeeping mechanisms. The community women are from four different areas in the country facing different conflict lines: tribal wars, clan wars or “rido”, internal displacement, and development aggression.

The Liberal International Order is in crisis. While the symptoms are clear to many, the deep roots of this crisis remain obscured. We propose that the Liberal International Order is in tension with the older Sovereign Territorial Order, which is founded on territoriality and borders to create group identities, the territorial state, and the modern international system. The Liberal International Order, in contrast, privileges universality at the expense of groups and group rights. There is a long-standing assumption in feminist international relations theory that women are more peace-oriented than men, and that, therefore, if more women were put in positions of power, there would be less war. This paper explores whether this assumption holds true in the United States federal legislature by examining the voting and congressional records of women in Congress over time, in both the Republican and Democratic parties, and comparing them to the records of male members of Congress to determine whether women exhibit a significantly different legislative approach to war.

Since President Carter signed the Convention for the Elimination of All Forms of Discrimination Against Women (the “CEDAW” or the “Convention”) on July 17, 1980, the United States has failed to ratify the Convention time and again. As one of only a handful of countries that has not ratified the CEDAW, the United States is in the same company as Sudan, Somalia, Iran, Tonga, and Palau. When CEDAW ratification stalled yet again in 2002, then-Senator Joseph Biden lamented that “[t]ime is a-wasting.”

In 2017, for the first time since the end of the Cold War, none of the capability targets identified in NATO’s quadrennial NATO Defence Planning Process (NDPP) were left on the negotiating table. Previously, capability targets were identified by the alliance’s secretariat, but they remained unfilled as allies failed to assume responsibility for them.

This monograph examines the 2014–18 iteration of the NDPP, which represented a stunning turnaround in transatlantic burden sharing. The analysis reveals a combination of factors—the changed threat environment, political pressure from Washington, and the role of “policy entrepreneurs” working within NATO—best explain the alliance’s success in …

This thesis analyzes the economic and political impacts of the recent influx of Chinese outward foreign direct investment (OFDI) into the European Union (EU). I consider the ways in which EU perceptions of Chinese OFDI have evolved over the course of the past decade as well as what attempts the EU has made at an institutional level to address challenges posed by Chinese investment. This study examines the experiences of 20 women and girls who lived in the Boko Haram camp in 2014-2018 and had varying levels of engagement in the organization's activities. The study employs a qualitative phenomenological in-depth interview methodology. Semi-structured interviews conducted in Nigeria and the United States yielded data on the experiences of the respondents before, during, and after their lives with Boko Haram. Based on the analysis of interview responses and field notes, several themes emerged. Overall findings suggest that family and community dynamics play a significant role in terrorism in Nigeria.
