United Nations data shows that the size of global diaspora had reached 281 million in 2020, and it continues to grow. Diasporas have contributed significantly to the development of their native lands through remittance, technology and knowledge transfer, philanthropy, and diplomacy. Many countries have designed policies to engage the diaspora more deeply by providing concessional citizenship and visa regimes, and attractive investment opportunities. Yet, there is room for improvement in policies and programs to enhance these prospects.

This dissertation seeks to explore how sub-national levels of the state promote the development of new industrial sectors. To do so this dissertation builds on a series of theoretical perspectives on the role of the state in the economy and develops a unique view of how sub-national states coalesce and contrast within these perspectives. It does so through a series of empirical case studies focused on sub-national jurisdictions in North America that highlight diverse varieties of state actions that contribute, if not lead, industrial transitions and the development of new innovation-oriented industrial sectors. El presente trabajo describe las políticas comerciales aplicadas a partir del Consenso de Washington que tuvieron un impacto en la seguridad alimentaria para el caso del arroz en Colombia. Las variables asociadas a la seguridad alimentaria como la producción, el consumo y los precios del arroz fueron estudiadas a través de análisis de tendencias y modelos de regresión lineal. Finalmente las autoras concluyen que la formulación de las políticas implementadas se llevó a cabo en total desvinculación con la realidad agrícola colombiana en términos del manejo de variables como la tasa de cambio y la tasa de interés. What do community interpreting for the Deaf in western societies, conference interpreting for the European Parliament, and language brokering in international management have in common? Academic research and professional training have historically emphasized the linguistic and cognitive challenges of interpreting, neglecting or ignoring the social aspects that structure communication. All forms of interpreting are inherently social; they involve relationships among at least three people and two languages. The contexts explored here, American Sign Language/English interpreting and spoken language interpreting within the European Parliament, show that simultaneous interpreting involves attitudes, norms and values about intercultural communication that overemphasize information and discount …

I argue that it is not the logic of industrialism or the levels of industrialization per se but the choice of an industrialization strategy and the shifts between such strategies that influence changes in industrial relations policies.
