‘No Possible Peace’: Rising Construction Worker Deaths In New York And Tennessee, Ana Lucia Murillo, Mary Conlon
‘No Possible Peace’: Rising Construction Worker Deaths In New York And Tennessee, Ana Lucia Murillo, Mary Conlon
Capstones
Construction worker fatalities and injuries are a growing problem across the U.S. And for a myriad of factors, death rates are higher in the Southern and Western U.S. than in other regions. Over 1,000 construction workers died from injuries received on the job in 2019, according to data from the U.S. Bureau of Labor Statistics, many of whom are Latino workers. Now, advocates and workers are demanding reform after years of diminished regulation and little oversight that have cost numerous lives. The Brigade Combat Team (Bct): A Revolution In Organizational Structure, Adam Davis
The Brigade Combat Team (Bct): A Revolution In Organizational Structure, Adam Davis
Muskie School Capstones and Dissertations
This paper explores the U.S. Army’s force reorganization around the Brigade Combat Team (BCT), which began in 2002. The BCT shifted how various army units interacted by changing the echelon at which different types of units report to a single commander, essentially creating self-sufficient units of about 2,500 soldiers instead of the previous self-sufficient units of about 15,000 soldiers. This paper utilizes existing organizational theories and research to better understand the implications for such a dramatic change in organizational structure. It contextualizes the army’s reorganization by applying the Rational Actor, Political, and Bureaucratic Models outlined in Essence of Decision by …

Graduate Liberal Studies Theses and Dissertations
Our planet's natural resources have helped humanity advance and build countless civilizations. We are a fossil fuel civilization and have evolved so that today's production and energy use has become the most crucial part of all modern economies. We cannot function without reliable, resilient, and secure energy sources that help us continuously produce. Human history is full of important events that have tremendously shaped our experience on this planet. These experiences have sometimes forced us to make quick decisions and change our ways, but some of these changes occurred gradually and gave us time to plan and adapt. Adaptability is …

Toward A Guide For Smart Mobility Corridors: Frameworks And Tools For Measuring, Understanding, And Realizing Transportation Land Use Coordination, Bruce Appleyard, Jonathan Stanton, Chris Allen
Mineta Transportation Institute
The coordination of transportation and land use (also known as “smart growth”) has been a long-standing goal for planning and engineering professionals, but to this day it remains an elusive concept to realize. Leaving us with this central question -- how can we best achieve transportation and land use coordination at the corridor level?
In response, this report provides a review of literature and practice related to sustainability, livability, and equity (SLE) with a focus on corridor-level planning. Using Caltrans’ Corridor Planning Process Guide and Smart Mobility Framework as guideposts, this report also reviews various principles, performance measures, and place …

Investing In California’S Transportation Future: Public Opinion On Critical Needs, Asha Weinstein Agrawal, Hilary Nixon, Cameron Simmons
Mineta Transportation Institute
In 2017, the State of California adopted landmark legislation to increase the funds available for transportation in the state: Senate Bill 1 (SB1), the Road Repair and Accountability Act of 2017. Through a combination of higher gas and diesel motor fuel taxes, SB1 raises revenue for four critical transportation needs in the state: road maintenance and rehabilitation, relief from congestion, improvements to trade corridors, and improving transit and rail services.
To help state leaders identify the most important projects and programs to fund within those four topical areas, we conducted an online survey that asked a sample of 3,574 adult …

Black-Swan Type Catastrophes And Antifragility/Supra-Resilience Of Urban Socio-Technical Infrastructures, S. A, Timashev
Engineering Management & Systems Engineering Faculty Publications
This paper may be one of the first attempts dealing with the problem of creating, providing and maintaining antifragility of systems of interdependent urban critical infrastructures (CI) in the wake of black-swan type technological, ecological, economic or social catastrophes occurring in a municipality. A synonym is offered to describe antifragility from a positive psychology perspective, formulating the problem as the supraresilience problem. A brief description is given of the developed innovative approach for creating a supraresilient city/region using black-swan catastrophe and the antifragility concepts. Resilience metrics are formulated as well as methods of assessing damage, interdependence of infrastructures and convergent …

Macroeconomic Aspects Of Maintenance Optimization Of Critical Infrastructures, S. A. Timashev, A. V. Bushinskaya
Engineering Management & Systems Engineering Faculty Publications
The main goal of maintenance is prevention, timely detection and elimination of failures and damage. From the point of view of critical infrastructures (CIs), the main purpose of their maintenance is to increase the safety of CIs and / or to ensure life safety. CIs should be optimal in terms of their purpose, cost, as a source of income and profit at all stages of their life cycle, and also acceptable in terms of possible loss of human lives or injuries. The paper considers the assessment of necessary optimal investments in the maintenance (time interval between subsequent maintenance), to increase …

Impact Of Regular And Narrow Av-Exclusive Lanes On Manual Driver Behavior, Sahar Ghanipoor Machiani, Aryan Sohrabi, Arash Jahangiri
Mineta Transportation Institute
This study attempts to answer the question of how a narrow (9-ft) lane dedicated to Automated Vehicles (AVs) would affect the behavior of drivers in the adjacent lane to the right. To this end, a custom driving simulator environment was designed mimicking the Interstate 15 smart corridor in San Diego. A group of participants was assigned to drive next to the simulated 9-ft narrow lane while a control group was assigned to drive next to a regular 12-ft AV lane. Driver behavior was analyzed by measuring the mean lane position, mean speed, and mental effort (self-reported/subjective measure). In addition to …

Promoting Transit-Oriented Developments By Addressing Barriers Related To Land Use, Zoning, And Value Capture, Shishir Mathur, Aaron Gatdula
Mineta Transportation Institute
This study advances land use, transportation planning, and public finance research by identifying: a) the various land use, zoning, and value capture-related barriers to the construction of transit-oriented developments (TODs); and b) the major strategies that are commonly used or could be used to address these barriers. The value capture (VC) tools include joint development projects, tax increment financing, special assessments, lease/sale of land or air rights, and impact fees. The research finds that while a large proportion of jurisdictions across the US have TODs, land use, zoning, and VC-related barriers often impede their construction. Most transit agencies are not …

Sustainability and Social Justice
National governments, International Financial Institutions, and the G-20 have intensified investments of infrastructure to boost economic growth in the wake of economic recessions and the impacts of the COVID-19 pandemic. This infrastructure enables investments in large-scale agriculture, ranching, mining, and oil and gas extraction which tend to intensify the current inequalities. These activities is slated to occur in tropical forests and on lands historically occupied by Indigenous, Afro-Descendant, Traditional and other rural peoples. This has unprecedented negative impact on the ecosystem, the biodiversity as well as on the peoples.
This article calls for a 'three-leg' agenda to align infrastructure, development, …

Paradox In The Bayou: Development And Displacement In America’S Wetlands, Allison Oliver Haertling
University of New Orleans Theses and Dissertations
The bayou communities situated at the southern ends of Terrebonne Parish, Louisiana possess a rich and uniquely diverse cultural heritage. However, economic factors, combined with environmental issues such as land loss from oil and gas dredging, subsidence, and rising seas, have spurred significant migration “up the bayou” in recent decades, threatening the loss of these cultures and leaving behind a population that is growing increasingly more vulnerable. This study investigates the current and anticipated social, physical and fiscal impacts of persistent land loss and population decline on lower Terrebonne Parish, as well as planning strategies for maintaining existing infrastructure and …

Laden With Great Expectations: (Re)Mapping The Arts Housing Policy As Urban Cultural Policy In Singapore, Su Fern Hoe
Research Collection School of Social Sciences
The arts and artists need space to thrive. However, as much of the land in Singapore is state-owned, the finiteness of space – literally and figuratively – remains a key challenge. Yet there is a rich variety of arts infrastructure in Singapore today, from exhibition spaces to performing arts venues and state-subsidised artist studios. This infrastructure comes at a cost - these arts spaces are positioned as policy interventions capable of achieving a broad confluence of cultural, urban, economic and social outcomes for Singapore.
This article aims to provide an understanding of how arts spaces in Singapore has been framed …
Before Disaster Strikes: Preparing America To Be Disaster Resilient, Cole Hoyt
Before Disaster Strikes: Preparing America To Be Disaster Resilient, Cole Hoyt
William & Mary Environmental Law and Policy Review
Major natural disasters in the United States are occurring more frequently and are causing more damage and destruction than ever before in the nation’s history. With the increased number and intensity of natural disasters, America’s failing infrastructure and current resiliency plan are inadequate to successfully prepare and respond to such catastrophic events. As a direct result, natural disasters in the United States cause scores of deaths and injuries, inflict billions of dollars’ worth of damage per disaster, and make it increasingly more difficult for Americans to recover and return to a sense of normalcy.

Understanding The Revenue Potential Of Tax Compliance Investment, Natasha Sarin, Lawrence H. Summers

In a July 2020 report, the Congressional Budget Office estimated that modest investments in the IRS would generate somewhere between $60 and $100 billion in additional revenue over a decade. This is qualitatively correct. But quantitatively, the revenue potential is much more significant than the CBO report suggests. We highlight five reasons for the CBO’s underestimation: 1) the scale of the investment in the IRS contemplated is modest and far short of sufficient even to return the IRS budget to 2011 levels; 2) the CBO contemplates a limited range of interventions, excluding entirely progress on information reporting and technological advancements; …

The Soviet Union (USSR) came into power in the late 1910s tearing down the tsar regime in Eastern Europe. Known for its massive propaganda scheme and anti-United States (US) rhetoric, Soviet propaganda was engrained in history books throughout the western world. The United States continually denounced the massive use of propaganda in the Soviet Union through the regimes lifespan, from it’s beginning to its collapse. Unknown to the public of this era is that the United States contributed in similar practices of states sponsor artwork, photographs, music, and publications rebranded as promotional work instead of propaganda. For example, when building …

The Belt and Road Initiative (BRI) is a large-scale, global infrastructure project introduced by Chinese President Xi Jinping in 2013. The primary goal is to invest in infrastructure projects across Eurasia and Africa in an effort to improve regional connectivity. This research explains who participates in the BRI through cross-country quantitative analysis and two in-depth qualitative case studies. Through a logit analysis of political economy factors such as GDP per capita, FDI inflows, aid data, and others, I find that economic need is a significant predictor of membership as well as previous involvement in Chinese organizations such as the AIIB. …

Traditional practices and thinking of most Ghanaians, has kept them from accepting and adapting to the social needs of their mentally ill population. The mentally ill are no longer accused of being witches, hung, or killed, and although the way people perceive and react to the mentally ill, in general, has evolved since the periods of Sigmund Freud, other forms of persecution against them exist in today’s societies. These persecutions are in the form of stigmatization, discrimination, and marginalization. Through Individual stigmatization and structural stigmatizations of mentally ill people in Ghana, by the societies and communities in which they are …

When local governments neglect public services or community priorities, how do concerned citizens respond? In The Help-Yourself City: Legitimacy and Inequality in DIY Urbanism, Dr. Douglas looks closely at people who take urban planning into their own hands with homemade signs and benches, guerrilla bike lanes, and more. He explores the frustration, creativity, and technical expertise behind these interventions, but also the position of privilege from which they often come. Presenting a needed analysis of this growing trend from vacant lots to city planning offices, The Help-Yourself City tells a street-level story of people’s relationships to their urban surroundings …
