The DesignSafe cyberinfrastructure (www.designsafe-ci.org) is part of the NSF-funded Natural Hazard Engineering Research Infrastructure (NHERI) and provides cloud-based tools to manage, analyze, understand, and publish critical data for research to understand the impacts of natural hazards. The DesignSafe Data Depot provides private and public disk space to support research collaboration and data publishing through a web interface. The DesignSafe Reconnaissance Portal uses a map interface to provide easy access to data collected to investigate the effects of natural hazards, and the DesignSafe Workspace provides cloud-based tools for simulation, data analytics, and visualization; as well as access to high performance computing …

Construction worker fatalities and injuries are a growing problem across the U.S. And for a myriad of factors, death rates are higher in the Southern and Western U.S. than in other regions. Over 1,000 construction workers died from injuries received on the job in 2019, according to data from the U.S. Bureau of Labor Statistics, many of whom are Latino workers. Now, advocates and workers are demanding reform after years of diminished regulation and little oversight that have cost numerous lives. The Brigade Combat Team (Bct): A Revolution In Organizational Structure, Adam Davis

This paper explores the U.S. Army’s force reorganization around the Brigade Combat Team (BCT), which began in 2002. The BCT shifted how various army units interacted by changing the echelon at which different types of units report to a single commander, essentially creating self-sufficient units of about 2,500 soldiers instead of the previous self-sufficient units of about 15,000 soldiers. This paper utilizes existing organizational theories and research to better understand the implications for such a dramatic change in organizational structure. In 2017, the State of California adopted landmark legislation to increase the funds available for transportation in the state: Senate Bill 1 (SB1), the Road Repair and Accountability Act of 2017. Through a combination of higher gas and diesel motor fuel taxes, SB1 raises revenue for four critical transportation needs in the state: road maintenance and rehabilitation, relief from congestion, improvements to trade corridors, and improving transit and rail services.

This report presents the results of a benefit cost analysis of various options for adapting West Cliff Drive (in the City of Santa Cruz, California) to sea level rise as identified through extensive technical analysis and community input. This report has built on previous work completed as part of the West Cliff Drive Adaptation and Management Plan project. This study attempts to answer the question of how a narrow (9-ft) lane dedicated to Automated Vehicles (AVs) would affect the behavior of drivers in the adjacent lane to the right. To this end, a custom driving simulator environment was designed mimicking the Interstate 15 smart corridor in San Diego. A group of participants was assigned to drive next to the simulated 9-ft narrow lane while a control group was assigned to drive next to a regular 12-ft AV lane. This study advances land use, transportation planning, and public finance research by identifying: a) the various land use, zoning, and value capture-related barriers to the construction of transit-oriented developments (TODs); and b) the major strategies that are commonly used or could be used to address these barriers. The value capture (VC) tools include joint development projects, tax increment financing, special assessments, lease/sale of land or air rights, and impact fees. In a July 2020 report, the Congressional Budget Office estimated that modest investments in the IRS would generate somewhere between $60 and $100 billion in additional revenue over a decade. This is qualitatively correct. But quantitatively, the revenue potential is much more significant than the CBO report suggests. We highlight five reasons for the CBO’s underestimation: 1) the scale of the investment in the IRS contemplated is modest and far short of sufficient even to return the IRS budget to 2011 levels; 2) the CBO contemplates a limited range of interventions, excluding entirely progress on information reporting and technological advancements; …

The Belt and Road Initiative (BRI) is a large-scale, global infrastructure project introduced by Chinese President Xi Jinping in 2013. The primary goal is to invest in infrastructure projects across Eurasia and Africa in an effort to improve regional connectivity. This research explains who participates in the BRI through cross-country quantitative analysis and two in-depth qualitative case studies. Through a logit analysis of political economy factors such as GDP per capita, FDI inflows, aid data, and others, I find that economic need is a significant predictor of membership as well as previous involvement in Chinese organizations such as the AIIB. …

The purpose of this case study research was to examine the economic impact of school closures on three rural communities in Maine. I created a conceptual framework around six healthy community economic markers. Each of the six markers are studied in 2010 when schools were closed and then again in 2016. This data, in addition to perceptions data from stakeholders in each of the three communities was studied to determine if the closure of the school had any impact on these healthy economic markers.
