How Green Are Green Economists?, Stefano Carattini, Alessandro Tavoni

This paper analyzes the decision of “green” economists to participate in the carbon offset market, and how this decision is related with the views that these experts hold on offsets. It also compares the preferences of economists with those of the general public, as emphasized in the literature. The paper exploits a unique dataset examining the decision to purchase carbon offsets at two academic conferences in environmental and ecological economics. We find that having the conference expenses covered by one's institution increases the likelihood of offsetting, but practical and ethical reservations as well as personal characteristics and preferences also play …

Transportation agencies in coastal urban areas face a significant challenge to enhance the long-term resilience of their networks to flooding and storm surge events exacerbated by sea level rise. The problem of sea-level rise adaptation is characterized by deep uncertainty that makes it complex to assess the value of adaptation investments. To enable informed adaptation decisions, the present study created a dynamic stochastic modeling framework based on the theoretical underpinnings of complex adaptive systems that integrates: (i) stochastic simulation of sea-level rise stressors based on the data obtained from downscaled climate studies pertaining to future projections of sea-level and precipitation; …

This document summarizes the status of coastal and marine resources in the Northeast region of the United States, and how these resources generate economic and ecological value. The Northeast region, for ocean planning purposes, includes the coastal counties of Maine, New Hampshire, Massachusetts, Rhode Island, and Connecticut, and the New York counties (bordering Long Island Sound) of Queens, Bronx, Suffolk, Nassau, and Westchester. The coastal and marine natural resources and coastal infrastructure of the Northeast, and the economic activities and cultural/recreational services that rely them, directly and indirectly support more than 500,000 jobs and $40 billion in economic value (GDP) …

Persons with disabilities can achieve a greater degree of freedom when they have full access to a variety of transit modes, but this can only be achieved when the pathways to transit – the infrastructure and conditions in the built environment – allow full access to transit stops, stations, and vehicles. Since passage of the Americans with Disabilities Act (ADA) in 1990, many transit agencies and governmental jurisdictions have made significant progress in this area. With a population of 5.4 million and land area of 718 square kilometres, 94 percent of Singapore’s population live in high-rise apartments, of which, 82 percent dwell in public housing. As an ultra-dense city-state, effective and innovative urban development is a social and economic imperative intricately intertwined with Singapore’s competitiveness and quality of life. Harnessing information and communications technology (ICT) is not only essential to achieving this, but also serves as a template for answering some of the global challenges faced by urban centres around the world–particularly in regard to economic development, social cohesion, better city administration and infrastructure management.

Most current projects aimed at in-home monitoring for the elderly appear to focus on demonstrating technical feasibility and ensuring safety. In doing so, they often overlook the complexity of the interactions between the elderly and the caregivers. This study explores this complexity by adopting a value-inspired design perspective. Following an action design method, we describe the (re)design of the system and service protocol for an elderly-home monitoring effort. Watershed management is critical in ensuring a sustainable water supply. This project is designed to assess the impact of bioswales in the context of Southern California’s climate. The patterns of droughts and floods make these green infrastructure appealing as they offer potential to boost water quality and regenerate local aquifers, while reducing the area of impermeable surfaces in our urban landscape. Hurricane Irene tearing Vermont roads and bridges apart and Superstorm Sandy ripping through coastal areas; such phenomenal events are being joined by more frequent rain, tide and wind impacts that are disrupting communities and risking property and lives. On Taboga Island, a touristic island located just 20km outside of Panama City, solid waste can be found both littered and accumulated in an open-air dump that contributes to air, land, and ocean pollution. While more sustainable waste management systems are possible, as seen in other developing countries, differences in perceptions of waste management by users may result in differences in acceptance of new ideas. The international community has agreed upon another set of goals for the next 15 years. On the table are no less than 169 objectives and 17 Sustainable Development Goals (SDGs). The new aspirations are summarized and the merits and demerits of further elaboration and measurement including country-specific deadlines and targets are discussed. The hefty budget to achieve all 17 goals is estimated at more than $4 trillion US a year. This paper analyzes the drivers of carbon taxes acceptability with survey data and a randomized labeling treatment. Based on a sample of more than 300
individuals, it assesses the effect on acceptability of specific policy designs and individuals’ perceptions of carbon taxes advantages and disadvantages. We find that the lack of perception of primary and ancillary benefits is one of the main barriers to the acceptability of carbon taxes. In addition, policy design matters for acceptability and in particular earmarking fiscal revenues for environmental purposes can lead to larger support. This study examines public preferences for two revenue options—fuel taxes and tolls—to finance transportation infrastructure in an urban area with the use of the results of a survey of residents of the Hampton Roads region of southeastern Virginia. Specifically, the study addresses two related research questions: (a) To what extent do residents support instituting tolls, increasing the fuel tax, or both? (b) What roles do self-interest and ideological beliefs play in support of increasing the fuel tax, imposing tolls, or doing both? A Statistical Meta-Analysis Of The Design Components Of New Urbanism On Housing Prices, Park Yun-Mi, Shih-Kai Huang, Galen D. Newman

The principles of New Urbanism such as increased density, mixed land uses and street connectivity are often recommended in response to the typical conditions of suburban developments. Much current empirical research has begun to test whether these principles can increase property values. The findings of these empirical studies have, however, been quite inconsistent. This research attempts to quantitatively synthesize these conflicting findings through a statistical meta-analysis. This study found that a lower density, decreased street connectivity and a closer proximity to a transit stop contributed to increased housing premiums, while mixed land uses were not shown to always do so.

This paper examines contributions of Complex System Governance (CSG) as an integrating construct for the emerging fields of critical cyber-physical systems (CPS). CPS is concerned with physical entities that are controlled by computational elements. The field is relatively new, emerging, and also somewhat fragmented in development. There are multiple agencies, entities, and activities being undertaken to address a nexus of emerging issues (e.g., cybersecurity) in critical infrastructures. However, the development of critical CPS, as a field, albeit with good intentions and efforts, appears to be largely ‘self-organizing.’ In response, we suggest CSG as an organizing construct capable of provided a …
