Muskie School Capstones and Dissertations
This paper explores the U.S. Army’s force reorganization around the Brigade Combat Team (BCT), which began in 2002. The BCT shifted how various army units interacted by changing the echelon at which different types of units report to a single commander, essentially creating self-sufficient units of about 2,500 soldiers instead of the previous self-sufficient units of about 15,000 soldiers. This paper utilizes existing organizational theories and research to better understand the implications for such a dramatic change in organizational structure. It contextualizes the army’s reorganization by applying the Rational Actor, Political, and Bureaucratic Models outlined in Essence of Decision by …

In this analysis, road traffic volumes and capacity estimates are used in conjunction with population data and population change forecasts to visualize the potential for congestion at present, and to project the potential for congestion in 2030. The areas most and least at risk of congestion are identified, so as to inform thought and effort around planning on a regional scale in southern Maine. The area of study includes large portions of York and Cumberland Counties, as well as a small portion of Androscoggin County, in the Greater Portland region.

Muskie School Capstones and Dissertations
This Capstone follows the downtown redevelopment visioning process in Berwick from the initial presentation to Town Officials up until formal adoption as an addendum to the Comprehensive Plan. Berwick has a monumental task ahead of it as the Town looks to redevelop an 11 acre abandoned factory site that is located directly where a downtown should be. Residents of Berwick had to work with Town Staff to navigate a considerable amount of lingering controversy and to rebuild trust between the public and local government. Members of the Downtown Vision Committee worked tirelessly to reach out to the community through education …

Broadband Policy In Maine: The Efficacy Of The Current Approach And A Vision Of The Future, Ethan Wiley

Today in Maine anemic internet speeds reinforce a digital divide between rural and urban areas. Even where adequate connectivity is possible its adoption rate lags behind. In order to overcome this technical solutions are necessary such as streamlining access and building capacity. It will require additional incentives to bring levels to an ideal state as well as public enlightenment to the increasingly vital role that broadband performs. Until this happens the deficit that the state faces in access and adoption will continue to hamper progress in business, health, education and other arenas.

The Great Recession of 2008-2010 is showing that the states and national government have spent too much. We need the vision of Thomas Friedman to move beyond our spending and planning habits of the past.1
In 2016, expenditures compared to 2006 will look very different, unlike the previous similarities of 1996 to 2006. This retraction, due to the recession and our government’s embracement of concerns about debt from policy wonks such as former US Comptroller David Walker, debt will have a significant affect on many populations of our society. Maine has been noted as being a state that looks after …
