Students dropping out of high school is a nationwide problem, plaguing communities and often greatly reducing the prospects of a quality life for those students who do not complete their high school educations. Louisiana consistently has among the highest public high school dropout rates in the United States, and often the highest. This thesis analyzes the gap between farmers' environmental perceptions in Téquita, a small village in Colombia, and the definition of protected areas has led to a conflict for the use of natural resources. I examine if the protected area's policies have dealt with the social and ecological issues in the páramos and recognized the social construction of the landscape, farmers' identities, and their interpretations about work and land. This study examines HIV testing accessibility in the Baton Rouge Metropolitan Statistical Area (BR MSA) using the two-step floating catchment area (2SFCA) method to calculate accessibility scores for free, low-cost and all other HIV testing facilities. The two goals of this research are to apply accessibility estimation methods to HIV testing facilities, and to examine the accessibility of HIV testing facilities in the BR MSA. The 1,000 year rainfall event dumped almost triple the amount of water on Louisiana than was seen during Hurricane Katrina (some areas received over 10 inches of rain in a matter of hours), with rain persisting from August 12^th until the 17^th. Background: Surveys across the U.S. reveal that commuters driving personal vehicles spend a significant amount of time in traffic, while public transit, as an efficient commuting mode, has been largely underutilized.

This dissertation presents research conducted during the hurricane seasons of 2017 and 2018 in New Orleans, Louisiana. The research’s purpose was to assess citizen perceptions of evacuation support services offered during mandatory evacuation events. A prospective quantitative survey and qualitative, open-ended, semi-structured interview assessed perceptions. Both research methods were designed and assessed using the constructs of the Health Belief Model, a public health model created to assess perceived barriers, benefits, risks, severity, self-efficacy, and cues to action regarding health programming. Quantitative research yielded 211 surveys, representing opinions of New Orleans residents within 1-km Euclidian distance of an evacuation pick-up marker. …

In the same year, waste companies had only managed to divert 5 percent of the total annual waste in Orleans Parish. Nearly a decade away from 2030, city officials have not even tested or implemented strategies to reach this goal. The Louisiana coastal zone supports numerous natural resource-based economies and due to overlapping demands on the same territory, conflicts among users and resource managers have emerged. When the state recognized serious depletion of oysters in the late nineteenth century, it intervened with a set of conservation polices to try to establish sustained yields that produced one set of conflicts. When the oil industry began operating in the coastal estuaries and wetlands in the 1930s, it produced additional conflicts with fishing folk. This thesis seeks to understand the multiple geographies of Airline & Goodwood, a site of protest occupied nightly during a part of summer 2016 in response to the police shooting of Alton Sterling. Through a methodology of observant-participation, interviews, and oral histories, I make the case that the politics of this site differed from other contemporaneous protest sites in the city through specific place-making activity which highlighted the site’s powerful contemporary and historical geographies. Indigenous communities from all corners of the globe live in uncertain times. From the vantage point of their “remote" lands, they undergo some of globalization’s most harmful externalities. Their homes become increasingly harder to maintain as extractive industries, development schemes, clandestine land grabs, and national bureaucracies encroach creating new colonial lands. First by assimilation, and then integration, these processes systematically undermine indigenous culture and autonomy. This dissertation explores how GIS as well as spatial and statistical analyses could be used to advance the understanding of Dvāravatī settlement and Dharmacakras locations. The research employs archaeological and geographical parameters to measure and quantify the patterns of Dvāravatī settlements, Dharmacakra locations, their interrelationship, and their relationship with environmental setting. The different types of spatial analyses, parameter settings within each analysis, and approaches are used to examine and explore the differences and commonalities of these variables at three different geographic levels: national, regional, and river basin levels.
