The Intrigue Of Paradigmatic Similarity: Leibniz And China, Yu Liu

The cosmology of China is indeed strikingly similar to the metaphysics of Leibniz, but precisely where the two resemble each other, the former is unmistakably different from Christianity. Scholars of Leibniz have so far generally taken it for granted that he was ideologically aligned with Christianity, but his paradigmatic similarity to China should alert us of a surprisingly different story. Leibniz was indisputably “the greatest of the seventeenth century sinophiles” and key Chinese cosmological ideas were introduced to Europe long before he formulated his worldview. This article examines the potential implications of the combinations of robotics, artificial intelligence, and deep learning systems on the character and nature of war. The author employs Carl von Clausewitz’s trinity concept to discuss how autonomous weapons will impact the essential elements of war. The essay argues war’s essence, as politically directed violence fraught with friction, will remain its most enduring aspect, even if more intelligent machines are involved at every level.

This study will examine and contrast two periods of xenophobia and stagnation, late Qing dynasty China, and the PRC under Mao, with a genuine market place of ideas, Shanghai and the other foreign treaty ports in the period 1849 to 1949, and explain how this period of cosmopolitan ferment has had beneficial effects on China today. Countries that have shut themselves off from the outside world have frequently suffered first stagnation, and then decay. Assessments of President Richard Nixon’s foreign policy continue to evolve as scholars tap new possibilities for research. Due to the long wait before national security records are declassified by the National Archives and made available to researchers and the public, only in recent decades has the excavation of the Nixon administration’s engagement with the world started to become well documented. As more records are released by the National Archives (including potentially 700 hours of Nixon’s secret White House tapes that remain closed), scholarly understanding of the Nixon presidency is likely to continue changing. The National Defense Authorization Act of 2000 saw Congress require the Department of Defense (DOD) to prepare an annual report on Chinese military power. This report contains classified and unclassified editions. Documenting Chinese military developments, strategy, and trends are critical parts of these reports. Beijing’s military activities in the East China Sea (ECS) are important report components. This work explains the importance of these and other DOD reports for those studying ECS developments, examines how DOD has documented Beijing’s military activities within these publicly accessible reports, and describes how members of Congress have reacted to ECS developments during the Obama …

Governing Militaries In Liberalizing Economies: China, Iran, Egypt, Loosineh Markarian Senagani

Why have some economically-active militaries of autocratic regimes gained more autonomy vis-à -vis their civilian elite as a consequence of economic liberalization processes adopted in 80s and 90s, whereas others have remained subordinate to civilian control? This dissertation examines the impact of economic liberalization since 1980s on civil-military relations (CMR) in autocratic regimes. Prior to liberalization, the centrally- planned governments of Egypt, Iran, and China utilized their militaries to implement economic development projects. Post-liberalization, these militaries expanded into new economic sectors like finance, banking, and trade. The expansion impacted the balance of CMR differently in each case. Egypt's military took …
