Studying The Graduate Record Examinations' Ability To Predict Student Success As Measured By Graduate Grade Point Averages, Brenton A. Floyd
Studying The Graduate Record Examinations' Ability To Predict Student Success As Measured By Graduate Grade Point Averages, Brenton A. Floyd
MPA/MPP/MPFM Capstone Projects
The Graduate Record Examination (GRE) is the most widely used graduate level admission test in the world, yet conflicts exist across the findings of many studies of the ability of the GRE to predict the success test takers will have as graduate students or in professional life. Additionally, most of the studies that exist on the GRE’s ability to predict graduate student success use data from a previous version of the GRE that may not be applicable to the current version, thus rendering their use for policy making among makers of admission decisions limited and flawed. These studies also tend …

A changing higher education landscape – rising costs, competition and skepticism – coupled with a changing media and communications landscape – a 24/7 news cycle with fewer local journalists, new technology and the expectation of instant and constant communication – have pushed universities to try to become more effective and efficient in telling their institutional stories to multiple stakeholder groups. Institutional leaders are concerned about how higher education and their institutions present public value and communicate their impact on both the students they graduate and their communities. But how are they using public relations and communications to deliver solutions for …

The Martin School of Public Policy and Administration is subject to reaccreditation from the Network of Schools of Public Policy, Affairs, and Administration (NASPAA) every seven years. To initiate the reaccreditation process, the Martin School must conduct a programmatic self-study that analyzes the program’s mission, governance, faculty, students, competencies, resources, and communication. The self-study is beneficial not only for the purpose of reaccreditation but also can better inform the school’s strategic planning process
To assist in providing the self-study relevant data, the Martin School can solicit information from its alumni. Alumni data can be used to establish how well the …
Tuition Revenue Distribution Models In Higher Education: An Exploration Of Alternative Tuition Funding Methods At The University Of Kentucky, Megan A. Bowles
Tuition Revenue Distribution Models In Higher Education: An Exploration Of Alternative Tuition Funding Methods At The University Of Kentucky, Megan A. Bowles
MPA/MPP/MPFM Capstone Projects
State appropriations for higher education have been volatile during the past decade. While some states have seen improvements in state appropriations since the last recession, other states have seen continued declines. For public colleges and universities facing these consistent decreases in appropriations they have had to develop alternative methods for revenue generation. One of the most common changes to a university’s revenue model is by increasing their tuition and fee rates. Public colleges and universities can increase their own tuition and fees, within the boundaries of state oversight boards like the Council on Postsecondary Education (CPE). This is a big …

University of Kentucky assessment findings reveal that UK undergraduate students are not meeting expectations in the area of written communication. More specifically, compared to other four-year institutions, UK students are not achieving expected levels of value-added from their junior to senior year in analytic writing tasks. In response to these findings, UK launched the Quality Enhancement Plan (QEP), Presentation U – a multimodal communication training initiative. One of the initiative’s core components is the Faculty Fellows Program. Faculty members who choose to participate in the program receive training in oral, written, and visual communication instruction. UK has invested a great …
Quality Measures Of Universities And The Determinants Of Tuition In South Korea, Young Hoon Ko
Quality Measures Of Universities And The Determinants Of Tuition In South Korea, Young Hoon Ko
MPA/MPP/MPFM Capstone Projects
University tuition had increased in highly excess of the inflation rate from 1990s until 2008. Many people are wondering whether the quality of university education is proportional to the tuition level. Thus, this capstone project examines whether the quality measures in higher education can predict the tuition level.
After analyzing eight-year data of 146 private universities in South Korea, I get the result that university tuition is not a function of quality measures in terms of educational costs. However, tuition is a function of quality measures related with attractiveness, accomplishment, and satisfaction. Incoming student recruitment rate, and drop-out rate have …

Open records (OR) laws ensure that members of the public, including public managers, directors of nonprofit organizations, and individual citizens, have access to the records created by public agencies. Local government and state government agencies are generally recognized to be subject to OR laws, but so are Kentucky’s public universities. The author created a survey to review the responses to both an informal query and a formal open records request made of Kentucky’s eight public, four-year universities (Eastern Kentucky University; Kentucky State University; Morehead State University; Murray State University; Northern Kentucky University; University of Kentucky; University of Louisville; and Western …

College completion is a complex process involving numerous socioeconomic factors at the individual, institutional, and governmental levels. One important factor is the way in which financial aid is disbursed so that affordability does not serve as a barrier to completion. Awarding scholarships on the basis of merit is one aspect of financial aid structure that has grown in popularity over recent decades, in turn, receiving considerable attention from policy researchers with the intent to assess how they affect an array of postsecondary education outcomes. To date, research of merit-based aid’s effect on college completion has been relatively sparse, yielding contradictory …
An Analysis Of Bachelor's Degree Production By Kentucky Public 4-Year Universities: Before And After The Kentucky Postsecondary Education Improvement Act Of 1997, Jonathan Pruitt
MPA/MPP/MPFM Capstone Projects
With the passage of the Postsecondary Education Improvement Act of 1997, Governor Paul Patton and the Kentucky General Assembly sought to improve the standard of living and quality of life in the state through increasing the educational attainment of its citizens. The production of bachelor’s degrees by the state’s public four-year universities is a key driver in increasing educational attainment and, therefore, meeting the goals of the legislation. This paper uses interrupted time series regression analysis to evaluate whether Kentucky public four-year universities have increased the rate at which bachelor’s degrees are produced in the period of time since the …

The University of Kentucky’s Top 20 Business Plan established a list of goals the university must meet in order to become a top 20 research institution by the year 2020. The University of Kentucky Student Center houses student programming and facilities that impact student involvement and retention, both of which are mandated to increase in order to reach the Top 20 goal.
I conducted this research in order to determine how the University of Kentucky Student Center is utilized by the campus and how, if at all, it could improve to better serve the student body and campus. Survey data …

Statement of the Problem
Violent campus crime, in particular rape and aggravated assault, has become more pronounced in the last several decades. The judicial and legislative branches have responded through court decisions and legal enactments that require most universities to collect and report campus crime data. Many concerns have arisen as to the effectiveness and implications associated with such mandates. Some believe current laws do little to improve campus safety. Some suggested solutions to address campus crime have involved safety initiatives/programs and potential staffing increases to their campus police force.

An Analysis Of Employing The Circuit Breaker As An Alternative Approach For Targeting Aid To Low-Income Students In Kentucky, William Walton
An Analysis Of Employing The Circuit Breaker As An Alternative Approach For Targeting Aid To Low-Income Students In Kentucky, William Walton

Affordability is an essential element of college opportunity. The federal government and the states have acknowledged this belief by adopting policies to ensure that no academically qualified student who desires an education is limited access due to a lack of financial resources. But, many lower-income families today are having trouble paying for college due to a unique set of circumstances. First, the cost of higher education as a percentage of income has been increasing for over a decade, causing families to spend increasingly larger proportions of their incomes to afford postsecondary education. Second, the federal government has shifted its emphasis …

Accountability In Public Administration Education: Assessing The Martin School, Natalie Schneider
MPA/MPP/MPFM Capstone Projects
Accountability is required for programs to maintain accreditation and is essential to the overall success of graduate programs like the Martin School. To show that it is meeting the stated goals, the Martin School has put tracking measures in place to gauge the success of the Master of Public Administration (MPA) program. These measures include pre and post skills assessments and an alumni survey among others. Analysis of the results is used to determine where goals are being met as well as areas where improvement is possible, and make necessary and appropriate adjustments.
The pre-test is given at orientation and …
