Are Markets Interested In Adapting To Climate? Insights From Singapore, Stella Whittaker, Tran Bao Phuong Nguyen

We have collected the views of leading practitioners and academics in Singapore involved in funding and financing urban climate change adaptation1 (thereon referred to as urban adaptation). Throughout this paper we discuss several vital perspectives on adaptation financing, namely responsibility for adaptation investment, the extent of government adaptation investment, private sector adaptation investment appetite and prospects for experimentation in adaptation financing. We also attempt to shed light on the existence or not of an adaptation financing gap2 in Singapore.

4-H and Extension educators who work with youth are uniquely positioned to help them meaningfully learn about global climate change (GCC) in a way that connects to their everyday lives and interests. Yet we don’t have a baseline understanding of these educators’ knowledge of GCC or how they teach about it. This paper presents brief findings of a study intended to fill that gap in knowledge. Educators from six states responded to an online survey in 2020. GCC knowledge varied by topic and by educator instructional focus, with STEM and Civic Engagement educators scoring highest. Economic development has traditionally involved a trade-off between economic growth and the environmental quality. It is important to research how growth and development can be achieved in a way that preserves the natural environment. This research studies how cities in Ontario conceptualize sustainability, the challenges in its implementation, and examples of policies. Using a content analysis of economic development strategy documents of 48 Ontario cities, themes will emerge that can be used to draw conclusions about perceptions on sustainability in the province. In this paper, I estimate the long-run co-integrated relationship between energy demand and economic growth for 20 countries from the year 2000 to 2016. I use panel unit-root and heterogeneous panel co-integration tests to test for non-stationarity of the panels and to determine whether there is a long-run link between energy consumption and GDP per capita. The estimated model uses a first-difference OLS model to estimate income elasticity of energy demand; the empirical results of this model show that there is a long-run relationship between energy consumption per capita and GDP per capita. This paper investigates the premium paid for waterfront property along the Connecticut shoreline and how that premium is affected by its vulnerability to coastal flooding as measured by its location relative to the FEMA 100-year and 500-year flood zones. The primary analysis is a comparison of the rate of appreciation of properties within each flood zone relative to coastal properties outside the flood-zone. An analysis of the impact of Super Storm Sandy in 2012 on the appreciation rate is also presented. This article argues that international greenhouse gas (GHG) cap-and-trade schemes suffer from inherent problems of enforceability and verifiability that both cause significant inefficiencies and create inevitable tradeoffs between equity and efficiency. A standard result in the economic analysis of international GHG cap and trade schemes is that an allocation of initial permits that favors poor, developing countries (making such countries net sellers in equilibrium) may be necessary not only to further redistributive goals but also the efficiency of the GHG cap and trade scheme.
