John Kay’s latest book offers an absorbing romp through the history of economic thought in the 20th century. Kay attempts to explain the complex reality of a modern market system rather than resorting to simplistic theorizing about it. Gone are perfectly rational traders, perfectly competitive markets, incentive compatibilities, low transaction costs, informational symmetries, and no externalities. Kay highlights problems and problem solving as the ubiquitous and historical strata through which markets in the West evolved.

This paper analyzes the question: what does it take for science parks and technology districts to evolve and grow? We propose an analytical framework to examine the gestation, evolution and sustainability of science parks and regional phenomena at a broader scale such as technology districts. The framework comprises three aspects of a science park's development: growth mechanisms, level of technological capabilities, and integration with national or global markets. The main growth mechanisms we identify are government-led infrastructure provision, agglomeration effects and continual self-renewal through the creation of new businesses. In designing and implementing community development interventions the economic status of targeted participants is a demographic characteristic worth considering. The findings from this research indicate that even within the limited economies of rural Mexican villages there are variations in economic status that affect the ways in which the outcomes of community development programs are perceived. The poorest of the poor are likely to be less satisfied with development projects than those with average or better-off economic status. This is true whether a development project uses a bottomup approach or a top-down approach. The more participatory approach does not attenuate the …

Measuring And Indigenizing Social Capital In Relation To Children's Street Work In Mexico: The Role Of Culture In Shaping Social Capital Indicators, Kristin M. Ferguson

Drawing from social capital theory, this study assessed the relevance of existing conceptions of social capital-largely from the United States and Canada-in the Mexican context, in an effort to contribute novel variables to the street-children literature. Using a cross-sectional survey design, 204 mothers of street-working and non-working children were interviewed within one community in Monterrey, Nuevo Le6n, Mexico. Factor analysis was used to corroborate the internal construct validity of two dimensions of social capital: family social capital and community social capital. Findings reveal that culture can play an influential role in how social capital indicators are defined and measured.

This report by OLLAS assistant director Jonathan Benjamin-Alvarado is part of a developing research and outreach project with the Center for International Trade and Security at the University of Georgia. It involved working with Mexican government officials to design and implement national responses to international agreements and obligations to ensure command and control of critical nuclear, biological, and chemical materials in Mexico. Dr. Benjamin-Alvarado conducted a comprehensive survey, which he administered in Argentina and Cuba previously, later in 2005 to assess Mexican export controls.

This dissertation contains three essays on research and development (R&D): determinants, the role of fiscal policy, and the effects of government R&D on economic growth. The first essay is an attempt to study the determinants of aggregate R&D expenditure in both emerging and developed countries with special attention to patent rights protection and technology transfer. The main findings are: (1) patent protection helps R&D but overly burdensome protection can limit access to new innovations and thus slow down the rate of research and development, and (2) technology transfer, through imports and FDI, has a positive and significant effect only if …

National Macroeconomic conditions are favorable for future expansion of income, employment, and revenue in Nebraska. In particular, the U.S. economy is now in the heart of an expansion expected to persist over the three year forecast period. The principal engine of growth will be a sustained expansion in private sector investment and consumption demand. However, the rate of growth in the national economy likely will be moderate rather than rapid. At least three factors will act to moderate growth. The first is higher energy prices. This study reports on the contribution made by Playhouse Square Center to Northeast Ohio. The contribution comes in various forms, which are reflected in the report’s different sections. The first uses a traditional economic model to estimate the economic impact of Playhouse Square Center. It calculates how each dollar spent by, or due to the presence of, Playhouse Square generates additional spending and jobs in the local economy. Economic stagnation since the 1997 Asia financial crisis (except for a brief recovery in 1999) has called into question the continued relevance of many fundamental policies that had worked well in the past. In 2002, a high-level Economic Review Committee (ERC) was convened by the government to chart new directions for the economy. This paper focuses on a few major developments that took place during the three decades from the late 1960s to the Asian financial crisis. The study finds, in retrospect, that many of the Indonesian economy's weaknesses--now so glaringly apparent--were there all the time. The paper concludes that the Indonesian banking crisis was primarily domestic in nature, more so than the crises in Korea and Thailand. The extent of the failure was much more widespread and probably resulted from a chain of bank runs and bank closings, reinforced by uncertainty and lack of faith in the government's commitment to the IMF …

This paper critically reexamines the belief, currently gathering strength in the literature, that economic development depends on good luck rather than on good policy, and that Prometheus is unchained by chance. While it is impossible to disprove the role of luck in growth, we argue that luck is endogenous, and good luck is a function of good policy. Luck favours those who strive. Again contrary to common belief, we show that resurgent Asian economies have endured more, not less, than their fair share of economic volatility. They learned their lessons by success and failures, and luck is endogenous through learning-by-investing.

The paper analyzed the role of Foreign Direct Investment (FDI) and discussed the part played by natural resources in economic growth. Some of the issues regarding FDI in developing countries were considered, particularly, two issues highlighted in recent discussions and research. The first was whether and through which channels FDI affects economic growth. The second was the impact on economic growth of the exploitation of natural resources, normally developed by foreign investors. The policy implications regarding the treatment of FDI in developing countries were examined.

This Article focuses on the current development-related problems in the global trading system. A widening income gap and widespread poverty among trading nations denote the WTO’s Gesellschaftian nature—interest and power—resulting in structural distortion and manipulation. This Article maintains that the global trading system can achieve its development agenda and become fair and legitimate only through a critical paradigmatic transformation enabled by the configuration of the “WTO’s Gemeinschaft.” This Article observes that a fundamental legal precept, the “Law of Nations” (jus gentium), plays a critical role in actualizing this communitarian telos.
