Thoughts. on appropriate conceptualization, measurement and accurate characterization of determinants of poverty has a long history. From analytical perspective, thinking about poverty can be traced back at least to the codification of poor laws in medieval England, through to the pioneering empirical studies, at the tum of the century, by Booth in London and by Rowntree in York. Rowntree's study, published in 1901, was the first to develop a poverty standard for individual families, based on estimates of nutritional and other requirements. Public lands designated as part of the National Wilderness Preservation System are removed from multiple-use management for protection of their natural condition. Opponents argue that "locking up" the natural resources on these lands through designation will undermine the rural economies in the west that are dependent upon extractive industries such as mining and logging. An Exploration Into Individual Development Accounts As An Anti-Poverty Strategy, Timothy G. Reutebuch

A non-random, cross-sectional sampling procedure was utilized in this study to determine what factors are related to households choosing to utilize Individual Development Accounts (IDAs) as a means to escape poverty. Surveys from 111 households were collected from September 1997, to April 1999, in seven Ohio counties to elucidate the relationship between the level of assets in working poor households and selected household demographic variables, and the decision on whether or not to actually participate in an IDA program. Findings revealed that households 1) with more than one wage earner and 2) with higher levels of education are more likely …

Overall prosperity in the Greater Boston region masks the extreme diversity among its cities and towns. Some areas have experienced robust growth in relatively high paying industries. Others have faced growth only in low-paying jobs, accompanied in many cases by a substantial decline in high-paying sectors. This publication analyzes the impact of publicly owned conservation lands on employment and population growth in the Northern Forest region, defined for the purposes of this study as a group of 92 non-metropolitan counties stretching from Maine to northern Minnesota. The principal objective is to determine if there is a systematic relationship between the share of the land base in public conservation uses and employment growth and net migration rates in Northern Forest counties. Th e purpose of the present paper is to investigate Timbuktu’s economic decline in the three centuries elapsed between 1526, when Leo Africanus reached the Mysterious City, and 1830, when the fi rst European explorers arrived in Timbuktu. It is argued that Timbuktu’s decline was neither an accident nor the result of inevitable natural conditions. Timbuktu’s decay was the product of historical and social forces. Specifi cally, it is argued that Timbuktu lost power and prestige because its market decayed. However, it is also suggested that no single factor can account individually for this event. Much research on agglomeration economies, and particularly recent work that builds on Marshall's concept of the industrial district, postulates that benefits derived from proximity between businesses are strongest for small enterprises. This paper investigates this hypothesis, examining the degree to which local business externalities differ in magnitude and type among large and small enterprises in two U.S. manufacturing sectors. Many commentators have extolled the virtues of new information and communication technologies (ICTs) in reducing poverty and improving the quality of life. While such arguments have been used before in relation to many predecessor technologies, including other earlier communications technologies, the promise has often floundered.
