Health worker migration is an issue of first order concern in global health policy circles and continues to be the subject of much policy debate. In this paper, we contribute to the discussion by studying the impact of economic conditions on the migration of physicians from developing countries. To our knowledge, this is one of the first papers to do so. A major contribution of this paper is the introduction of a new panel dataset on migration to the US and the UK from 31 sub-Saharan Africa countries. The data spans the period 1975-2004. With a new focus for federal universal service programs on broadband and the NTIA BTOP funding for broadband adoption projects, recent years have been “exciting times” for those interested in broadband policy aimed at stimulating adoption. While most of the recent programs are still too new to be evaluated rigorously, lessons from older academic study can inform our expectations and lend guidance toward evaluating program success. What is the “growth penalty” when a country’s entrepreneurship deviates from its optimal level? We use data on entrepreneurship for a panel of developed and developing countries over 2003-2011 to estimate growth equations. We treat the impact of entrepreneurship on real GDP growth as heterogeneous across countries. The methodology accounts for unobserved heterogeneity among countries in the optimal entrepreneurship rate and other factors affecting growth. In less developed countries, there is not enough entrepreneurship, and increases in the entrepreneurship rate have a sizeable positive effect on growth. In high income countries, entrepreneurship appears to be close to the optimum. We …

The Beach and surf tourism and recreation in Australia: Vulnerability and adaptation project has produced estimates of economic values for recreation and tourism related to beach and surf amenities across four case-study locations in Australia. Estimates of the non-market consumer surplus values of beach recreation indicate that beach recreation is worth around: $70 million per annum (p.a.) to residents of the Sunshine Coast (Qld), $32 million p.a. to residents of Clarence Valley (NSW), $6 million p.a. to residents of the Surf Coast (Vic) and $4 million p.a. for residents of Augusta-Margaret River (WA). The Effect Of Violence On Birth Outcomes: Evidence From Homicides In Rural Brazil, Martin Koppensteiner, Marco Manacorda

This paper uses microdata from Brazilian vital statistics natality and mortality data between 2000 and 2010 to estimate the impact of in-utero exposure to local violence—measured by homicide rates—on birth outcomes. Focusing on small communities, where it is more plausible that local homicide rates reflect actual exposure to violence, the analysis shows that exposure to violence during pregnancy leads to deterioration in birth outcomes: one extra homicide during the first trimester of pregnancy increases the probability of low birthweight by around 6 percent. Results are particularly pronounced among children of poorly educated mothers, implying that violence compounds the disadvantage that …

Conflicting and complex forces are shaping the diffusion patterns of the Internet and e-commerce in South Asia. Drawing upon the literature on institutional theory, we explore the drivers and inhibitors of the Internet in South Asian countries. We examine the influence of the three pillars of institutions (Scott, 1995) on the digital world of South Asia. The paper discusses how regulatory, normative, and cognitive institution–such as laws, relationships, culture, and habit–have shaped the diffusion patterns of the Internet and e-commerce in South Asia.
