This article provides a synthesis of the interconnected problems of tenuous energy access, wildfires, and exposures to high air pollution in Indigenous communities in rural California through the lens of ongoing collaborative research being carried out by researchers at Cal Poly Humboldt, Schatz Energy Research Center, Karuk Department of Natural Resources, and the Blue Lake Rancheria Tribe. The collaboration is funded by the Strategic Growth Council of the state of California, and we hope is the beginning of a longer term relationship between all partners. Marine protected areas (MPAs)—defined geographic areas where fishing and harvesting activity is limited or restricted—have emerged as a popular marine biodiversity and climate resilience strategy worldwide. MPA monitoring efforts often follow MPA designation to help inform the adaptive management of MPAs and MPA networks. In 2012, California completed the largest statewide system of MPAs to date, consisting of 124 MPAs covering 16% of state waters. Following MPA implementation, the state initiated a long-term monitoring program (2019-2022) to help inform the 10-year MPA management review. This paper assesses the vulnerability of seniors residing in the Monterey Bay Tri-County Region to the COVID-19 pandemic. Due to weakened immune systems, seniors are the most at-risk members of our community to COVID-19, and have a death rate that is three times higher than the overall death rate to COVID-19. Using standard ambulance response times from each hospital throughout the area, our objective is to determine what proportion of Tri-County seniors aged 65 and over, including those who are in nursing homes, are living independently, and cannot afford health care, were within an adequate travel time to the hospital. …

The atmospheric boundary layer (ABL) height separates turbulently mixed air and pollutants emitted at the ground from the free troposphere above and is an important parameter in numerical weather prediction and air pollution dispersion models. Discerning the ABL height over mountainous terrain has historically been difficult because of, for example, complex interactions with upper level winds, venting of humidity and aerosols into the free troposphere, and large spatiotemporal variability. When Allexey Waldemar von Schmidt lived in California, from 1849 through 1906, the young state developed a reputation as a society of innovators and energetic problem-solvers. Von Schmidt was a surveyor and civil engineer, an involved citizen of San Francisco, a father and husband, and a pioneer whose triumphs and tragedies enlarged the California Dream. Historian David Carle argues here that this pioneering surveyor literally took California’s measure and documented every step of the way.

Forest Carbon offsets are being used as a climate change mitigation strategy in multiple programs around the world. But, are programs setup in a way that are ecologically sustainable? This paper reviews concepts pertinent to ecologically sustainable forest management and then examines if Improved Forest Management Carbon offset policies and projects within the California emissions trading scheme are setup in an ecologically sustainable manner. After a review of the Improved Forest Management Protocol and 31 project documents, it is apparent that policies and projects promote aspects of ecologically sustainable management. Valley oak (Quercus lobata, Née) has received much attention due to concerns about regeneration failure and, more recently, compositional and structural community changes associated with this foundation species. Changes in the structure and spatial distribution of valley oak stands, as examined in this article, are likely affecting ecological processes and interactions throughout communities where it is found.

In this dissertation, I examine ways that the US National Environmental Policy Act of 1969 (NEPA) and its primary enforcement mechanism, the Environmental Impact Assessment (EIA) process, have reshaped the state as a site for racial and environmental conflict by institutionalizing a particular form of environmental justice within governmental decision making processes. Combining archival methods and legal analysis, I develop three case studies involving community struggles over the social production of space that each engage the EIA process to different effect. Since the 1996 voter approval of medical marijuana laws in California, marijuana policy has become increasingly liberalized. Producers, however, have remained in the greyest of grey market zones. Federal anti-drug laws and supply-side tactics have intensively targeted them even as marijuana has become more licit. In this legally unstable environment, marijuana patient-cultivators and underground producers have articulated and asserted themselves politically and economically, particularly as the likelihood of full legalization has increased. This dissertation explores how producers navigated the nebulous zone between underground and medical markets. In California, voters frequently face ballot propositions dealing directly or indirectly with environmental protection. Records of these votes provide powerful evidence of the character of voters’ demand and willingness-to-pay for environmental public goods (e.g., air quality, watershed ecosystem services, parks and recreation), and have been used in past environmental econometrics research to produce aggregated income and price effect estimates. Using neighborhood-level voting records on seven environmental-related ballot propositions in California between 2002 and 2010, this econometric study investigates the nature of voters’ demand for environmental public goods, focusing on the effect of household income on pro-environment voting. Conservation thinking will benefit from the incorporation of a resilience perspective of landscapes as social-ecological systems that are continually changing due to both internal dynamics and in response to external factors such as a changing climate. The examination of two valley oak stands in Southern California provides an example of the necessity of this systems perspective where each stand is responding differently as a result of interactions with other parts of the landscape. North American bats are highly unique animals that have historically been overlooked by land managers and misunderstood by the public. Bats are unique as the only true flying mammals and due to their exceptionally long lives (5-15 years) and unusually low reproductive rates (typically one young per year) for their small size. Most North American bat species are insectivorous, serve as the primary predators of nocturnal insects, and can consume up to one-third of their weight in insects per night.
