The Efficacy Of Habitat Conservation Assistance Programs For Family Forest Owners In Vermont, Margaret E. Harrington

The future of Vermont’s 1.8 million hectares (4.5 million acres) of forest habitat will be largely determined by the decisions of family forest owners, who collectively own 60% of the state’s forested land. To promote management for wildlife habitat, government agencies and non-governmental partnerships provide technical and financial support to family forest owners in the form of conservation assistance programs. The impacts of forest fires are growing as climate change creates more frequent ideal temperature conditions for extreme wildfires. With the devastating fires it experienced in 2017, Portugal stands as an example of the impacts of dangerous wildfires and is working on developing a plan to protect its country from this rising threat. Loss to cultivated crops by wild pigs (Sus scrofa) is widespread and can jeopardize low-income farmers. In India, although there is lot of political interest in the problem, efforts to understand the patterns, correlates, and underlying reasons for wild pig conflict continue to be minimal. We quantified loss of wheat (Triticum aestivum) to wild pigs and assessed the spatial patterns of damage in a forest settlement of Van Gujjar (Haridwar, India), which is a dairy-based pastoralist community. This thesis analyzes the gap between farmers' environmental perceptions in Téquita, a small village in Colombia, and the definition of protected areas has led to a conflict for the use of natural resources. I examine if the protected area's policies have dealt with the social and ecological issues in the páramos and recognized the social construction of the landscape, farmers' identities, and their interpretations about work and land. The case study focuses on Güina High Mountain in the Guantiva-La Rusia páramo complex, which recently the Colombian government declared as a protected area. This study focuses on coastal forests in Kenya that have some of the highest variety of flora and fauna, specifically Arabuko Sokoke Forest. Arabuko Sokoke Forest is located 110 miles north of Mombasa and 18 kilometers south of Malindi. This forest is known to be a worldwide biodiversity hotspot that is home to endemic and rare plants and animals. The National Wild and Scenic Rivers Act protects less than ¼ of a percent of the United States’ river miles, focusing on free-flowing rivers of good water quality with outstandingly remarkable values for recreation, scenery, and other unique river attributes. It predates the enactment of the Clean Water Act, yet includes a clear anti-degradation principle, that pollution should be reduced and eliminated on designated rivers, in cooperation with the federal Environmental Protection Agency and state pollution control agencies. Sustained timber supply relies upon balanced forest age distribution, where the level of harvesting and mortality is compensated by regeneration and growth among younger age classes. However, current forest inventory trends from the white oak growing region reveal sustainability threat from declining white oak regeneration and recruitment leading to disproportionate inventory structure. Soils in the Monongahela National Forest (MNF) are acidic due to sandstone parent material, acid deposition, uptake of base cations by vegetation, and release of organic acids by organic matter (OM) decomposition. Increases in soil acidity have caused declines in forest health and changed species composition and nutrient status. Liming can neutralize soil acidity, but no large-scale liming projects have been done on acid forest soils in the USA. Noxious weeds have become a management priority on public lands in the United States. Managing invasive weed populations in natural areas with complex ecosystems presents issues that need a systems-wide approach over long temporal and spatial scales. This broad-scale problem increasingly demands collaborative efforts. While collaborative conservation has become a tool in natural resource management during the 21st century, it is less commonly applied in weed control in backcountry wilderness areas. Socioeconomic pressures require forest management to address the impacts of climate change. However, we must ask, Are current forest policies sufficient to deal with the impacts of climate change? Here, we report on two surveys of forest stakeholders in Maine including woodlot owners and forestry professionals and discuss their perceptions of the barriers to climate change adaptation. We conclude with several policy directions including reevaluating existing policies, expanding incentivebased policies, integrating adaptation efforts into mitigation efforts, and increasing communication and outreach.

Forest tax programs offer reduced property taxes to private forest owners as incentive to sustainably manage their forests and to encourage the provision of ecosystem services. They also protect forests from conversion to other land uses and ensure the viable supply of timber for forest products industries. Despite the benefits that these programs provide, they can negatively impact local municipalities by reducing the property tax base, which can then cause local governments to increase tax rates for non-preferential properties in order to maintain revenue needed to run their services. This shifts the tax burden from participating properties to nonparticipating properties. …
