Domestic violence is a choice a person makes to gain and exert absolute power and control over another person. Unfortunately, the predominant structure for addressing domestic violence - the criminal justice system - is rife with problematic social and structural constructs, like patriarchy, white supremacy, and neoliberalism, which are themselves rooted in issues of power and control (Acheson, 2022). The influence of these factors, which are largely defined by exploitative hierarchies, helps to explain why domestic violence remains prevalent. Sexual violence is incredibly prevalent in the state of Maine. These crimes, which disproportionately affect at-risk communities – women, children, people of color, and impoverished persons – are not accurately represented in legal discourses within Maine. Changes to how victims and survivors of sexual violence are represented and discussed in law enforcement reports and other materials are necessary in order to promote social change and justice for the survivors in our communities.

This study solicited experts in relational violence across the United States using the Delphi methodology and grounded theory. This research was conducted in two phases and designed to answer two primary questions: (1) What cultural beliefs are involved in relational violence in the United States? And (2) How are the beliefs about relational violence maintained? The findings showed agreement from the experts on the societal beliefs that hold relational violence, the specific beliefs held by the abuser, and the impacts of these beliefs on the survivor.
