This thesis aims to provide a sustainable irrigation alternative that could be easily adopted by farmers in the Mississippi Delta in order to improve water resource management. The Mississippi Alluvial Valley Aquifer, the groundwater system that lies under the Mississippi Delta, is being depleted at rapid rates due to industrial farming and unsustainable, outdated irrigation methods. The intent of this research is to evaluate the water scarcity problem in the Mississippi Delta by assessing water extraction rates and the progression of agriculture in the region. The purpose of this study is to compare and contrast the background, impacts and treatment of two major oil spills and investigate the appropriateness of existing environmental policies and any need for new and/or different policies. The study traces the growth of relevant policy development and looks at historic and contemporary policy changes and applies this to the in-depth examination of the Bouchard B120 and the Deepwater Horizon spills.

Per- and polyfluoroalkyl substances (PFAS) are emerging contaminants of concern with potential for adverse effects on both human and environmental health. Hence, long-chain PFAS compounds used in legacy aqueous film-forming foams (AFFFs) are being phased out, resulting in the stockpiling of them at various commercial installations. PFAS contaminated runoff from these facilities has the potential to contaminate nearby surface water bodies and the fish inhabiting them. Climate change is projected to have a devastating impact on the American coast, yet coastal communities and states have largely failed to prepare for projected impacts. This is in large part due to a lack of resources. This thesis analyzes innovative federal policy mechanisms that will address the current gap between actions and forecasted impacts, and will make U.S. coastal communities more resilient in the face of climate change.

Electrification And Decarbonization For Mid-Sized Municipalities: A Case-Study Marginal Abatement Cost Analysis, Patrick Shive

This project provides a marginal abatement cost curve analysis for the City of Bellingham, based upon the recommendations provided by the City’s Climate Action Plan Task Force. A bottom-up methodology for performing the marginal abatement cost analysis is provided, including the relevant data and assumptions used in the analysis. The results show the massive potential emissions impacts of electrification and driving down the electric grid emissions intensity. The shortcomings and improvements of the resultant cost curves are discussed, and advice on future iterations is given. Using Weimer and Vining’s (2017) framework and interviews with key actors, this policy analysis evaluates the implementation of federal lead paint disclosure requirements in Missoula Montana. Lead based paint was commonly used in homes built prior to 1978. Disclosure requires landlords and any persons selling a home to disclose known lead-based paint hazards to buyers and renters. The policy was enacted to promote informed decisions to avoid or reduce the risk of lead paint exposure. In 2012, the U.S. Forest Service (USFS) promulgated new forest planning regulations that significantly altered national forest management. One of the most controversial and important advancements was the inclusion of what were meant to be stronger biodiversity protections. An analysis of USFS’s rationale in revising the biodiversity regulations provides insights into how to interpret the substantively and procedurally new ecosystem and species protections.
