In an era when attention to reconstruction and preservation of the environment is crucial, this thesis looks at the effect that electoral institutions have on attention paid to the environmental policy issue dimension. Specifically, it looks at party manifestos and policies in post-1980 Germany and Japan to determine if specific electoral structures, such as the number of parties in a system, correlates with a greater amount of either attention paid to environmental policy in party platforms or in the actual passing of policy. Starting in the 1980s, green parties began to make their debut. Their establishment was considered to be largely in response to environmental and anti-nuclear movements. Although their history has been quite brief, these parties have been making waves throughout the world. Throughout this research, a pattern arises between economic stability and quality of life, mainstream party competition, policy positions, and green voters themselves when examining the success of the green parties. This thesis aims to provide a sustainable irrigation alternative that could be easily adopted by farmers in the Mississippi Delta in order to improve water resource management. The Mississippi Alluvial Valley Aquifer, the groundwater system that lies under the Mississippi Delta, is being depleted at rapid rates due to industrial farming and unsustainable, outdated irrigation methods. The intent of this research is to evaluate the water scarcity problem in the Mississippi Delta by assessing water extraction rates and the progression of agriculture in the region. The purpose of this study is to compare and contrast the background, impacts and treatment of two major oil spills and investigate the appropriateness of existing environmental policies and any need for new and/or different policies. The study traces the growth of relevant policy development and looks at historic and contemporary policy changes and applies this to the in-depth examination of the Bouchard B120 and the Deepwater Horizon spills.
