Understanding The Distribution And Abundance Of Asclepias Prostrata In South Texas, Elizabeth Ann Gonzalez

Theses and Dissertations

Asclepias prostrata, commonly referred to as prostrate milkweed, is a rare South Texas native plant species. In February of 2023, A. prostrata was listed as a federally endangered species by the U.S. Fish and Wildlife Service. Due to the limited available observations and literature for A. prostrata, this study was completed to bring new information that could be utilized for future restorative efforts. This study includes multiple field observations of the plant’s morphology, plant-insect interactions, extraction and transplanting of the species, and a seed viability study. To address regional flooding in the United States, federal and state agencies are adopting strict drainage policies in any large-scale commercial development within the watershed boundary. The conventional approach of implementing a wet detention pond (WP) reduces the land cover and causes operation and maintenance challenges eventually. The present study developed a decision-support system (DSS) in the Lower Rio Grande Valley region of South Texas for optimal selection of Best Management Practices (BMPs) by substituting a portion of the WP footprint with three regionally promising low-impact development practices, namely, porous concrete pavement (PCP), bioretention (BR), and bioswale (BS). Stormwater runoff introduces several pollutants to the receiving water bodies that may cause degradation of the water quality. Stormwater management systems such as detention facilities and wetland can improve the water quality by removing various pollutants associated with the runoff. The objective of this research project is to determine the performance and efficiency of two major regional detention facilities (RDFs) with different designs and structures in reducing pollutants based on various storm events in McAllen, Texas. The City of Mercedes in partnership with the Lower Rio Grande Valley (LRGV) and The University of Texas Rio Grande Valley (UTRGV) proposed to develop a demonstration green infrastructure (GI) master plan to mitigate localized flooding in a high priority region within the city limits of the City. Local governments in the LRGV control localized flooding and stormwater runoff by adopting strict drainage design policies. Individual emergency preparedness is critical to mitigate and minimize the negative impacts from disasters. Preparing for future disasters could enhance capacity to better cope with the external shocks and achieve a faster return to normalcy after the disaster event. This study investigates how individuals living in the Rio Grande Valley prepare themselves for the future hurricane disasters. The study investigates the state of objective and subjective preparedness and any discrepancy between the two types of disaster preparedness. Barriers To Disaster Preparedness Among Medical Special Needs Populations, Leslie Meyer, Kristina Vatcheva, Stephanie Castellanos, Belinda M. Reininger

A medical special needs (MSN) assessment was conducted among 3088 respondents in a hurricane prone area. The sample was female (51.7%), Hispanic (92.9%), aged >45 years (51%), not insured for health (59.2%), and with an MSN (33.2%). Barriers to preparedness were characterized for all households, including those with inhabitants reporting MSN ranging from level 0 (mild) to level 4 (most severe). Multivariable logistic regression tested associations between hurricane preparedness and barriers to evacuation by level of MSN. A significant interaction effect between number of evacuation barriers and MSN was found. Among households that reported individuals with level 0 MSN, the …

In 1991, the American General Insurance Corporation desired to create a $2.5 billion ``ecotourism'' resort in Willacy County, Texas. Unfortunately, the land the Corporation owned was located within the Coastal Barrier Resource System which does not allow federal flood insurance for any construction in the area due to it's proximity to ``Hurricane Alley''. American General's plan to build hinged on a three-pronged attack at the federal, state, and county levels. At the federal level, AG was shut out except for some minor concessions.
