Climate change is an increasingly urgent area of research due to the hardships it causes for lands and communities across the globe. Specifically in regard to the United States (U.S.), climate change has many concerning implications on our agricultural system. Increased weather hazards, decreased crop production, and drought are just a few of the hardships American farmers are facing in their fight to keep their farms alive and feed their communities, despite a rapidly changing climate. Humboldt Bay is experiencing the fastest rate of relative sea level rise in California and is likely to experience severe sea level rise (SLR) flooding within the next two decades. The Humboldt Bay shoreline is owned and governed by a patchwork of entities with different missions and jurisdictions so coordination of SLR planning will be critical because flooding of hydrologic areas from tidal waters can cross political boundaries. Public lands in the United States serve critical roles for ecosystems and humans alike, but they have become increasingly vulnerable to climate change. Many agencies have attempted to reduce negative effects of climate change through adaptation planning. This research evaluates the implementation of the North Cascadia Adaptation Partnership (NCAP), which was developed in 2010 to provide science-based guidance to land managers in the North Cascades Ecosystem (Raymond, Peterson & Rochefort, 2013). The NCAP consists of four federal land units: North Cascades National Park, Mt. Baker- Snoqualmie National Forest, Okanogan-Wenatchee National Forest, and Mt. Rainier National Park. There are increasing and urgent calls for global economies to join in the fight against the impacts of climate change (World Bank, 2020). With reports such as the World Bank (2020) of climate change costing billions of dollars in losses for economies, the purpose of my dissertation is to examine the effects of climate change-related extreme events and their potential economic effects in three areas: agriculture, migration, and the labor market.

Climate change is projected to have a devastating impact on the American coast, yet coastal communities and states have largely failed to prepare for projected impacts. This is in large part due to a lack of resources. This thesis analyzes innovative federal policy mechanisms that will address the current gap between actions and forecasted impacts, and will make U.S. coastal communities more resilient in the face of climate change.

The rapid entry into force of the Paris Agreement reaffirmed, with certainty, that the international community would continue its efforts to mitigate greenhouse gas emissions and adapt to climate change impacts opening a new era of international cooperation on climate change. This thesis explores how both negotiations around climate change adaptation and adaptation project implementation have evolved in this post-Paris Agreement era (from adoption in December 2015 to present). The coastal community of King Salmon, California could be at the highest risk of relative sea-level rise on the entire U.S. West Coast. In 2019, the community already experiences severe flooding at least annually and may be regularly inundated as early as 2050. Until this study, there had been no documented effort to reach out to the community to show them future sea-level rise projections, understand the context of life in King Salmon, and listen to their reactions and perceptions. Many regions of Sub-Saharan Africa (SSA) are experiencing fast increases in human population pressure and urbanization. By 2050, feeding a planet of 9 billion people will require an estimated 50 percent increase in agricultural production. Farmers in in the Sahel are exposed to a highly variable weather over time, and to their limited adaptive capacity, therefore often use livestock as income generator, export earnings, and as insurance against weather risk. This paper reviews the literature surrounding climate change adaptation and mitigation to assess the possible contributions and limitations of heterodox economics to climate change policy. Through interdisciplinary research between economics and environmental issues, this paper aims to stress the importance of utilizing heterodox schools of economics to create more pragmatic and dynamic policy. The secondary aim is to use Austrian frameworks to contribute to the construction of feasible, efficient, and equitable climate change policy. Dignity is “an internal state of peace that comes with the recognition and acceptance of the value and vulnerability of all living things” (Hicks, 2011, p. 1). Dignity is a crucial element in effective governance arrangements. This study applies dignity theory, and related theories of natural resource governance and environmental communication, to understand and overcome barriers to effective governance of common pool resources in rural communities. Climate change has already and will likely continue to impact agriculture in the Western United States, threatening water supplies for both irrigated and rainfed agriculture (Calzadilla et al. 2010; Chambers and Pellant 2008; MacDonald et al. 2010; Pedersen et al. 2009). In the Golden Triangle, a region in north central Montana, known for its dryland grain production, the same is true. Archaeological research has recognized the importance of montane environments in the subsistence and settlement strategies of pre-contact peoples. Yet little is understood about variation in the manner in which pre-contact peoples were using upland environments. In order to ascertain whether there is functional and/or technological variation between montane sites in comparable environmental settings, four lithic assemblages (45PI406, 45PI408, 45PI429, and 45PI438) from sites in the upper maritime forest and subalpine zone of Mount Rainier were compared. An evolutionary archaeology model was applied to define and measure variables relevant to stone tool manufacture and use. Statistically significant non-random associations were contextualized …
