U.S.Environmental Protection Agency (EPA) set the nationwide emission standard policy, but each state in the U.S. has an option to follow the higher emission standard policy set by CARB (California Air Resources Board) in 2004. There are 14 “CARB states” that follow California’s more restrictive standards. The purpose of this paper is to examine the impact of CARB’s tailpipe emission standard policy. Using the panel dataset for 49 U.S. states over a 28-year study period (1987–2015), this paper found the long-term policy effect in reducing CO2 emission from CARB’s tailpipe standard, and its long-run effect is 5.4 times higher than …

A channel-estimation (CE) scheme is proposed to estimate the complex amplitude, Doppler shift, angle-of-departure, and angle-of-arrival of the channel taps for sparse and doubly selective channels for hyperspectral image transmission from unmanned aircraft vehicles (UAVs) to ground stations. The proposed method is dubbed as compressed-sensing joint parameter estimation (CS-JPE) and finds the channel parameters matrix by employing a compressed-sensing (CS)-based method. Afterward, a modified version of the joint parameter estimation (JPE) is proposed as CS-JPE and is dubbed as M-CS-JPE, which employs the elevation-azimuth angles of the line-of-sight channel tap to estimate the channel parameters with higher accuracy and lower …

In the fall of 1968 a Stanford-trained biologist, organizer of the legendary Trips Festival and Merry Prankster named Stewart Brand published the first Whole Earth Catalog. Between 1968 and 1972, the Catalog reached millions of readers and won the National Book Award. The title and iconic cover image of this counterculture classic celebrated the first publicly released NASA photographs showing the whole planet Earth from space. These images profoundly changed the way humans thought about the environment. And the Catalog played an important role in that change.

When the inaugural Earth Day launched the first environmental decade in the U.S. more than forty years ago, protecting our air, water, land and other natural resources seemed a relatively straightforward task. Environmental polluters and exploiters would be brought to heel by tough laws. The U.S. and other industrialized nations responded to quality of life concerns associated with environmental degradation by adopting dozens of major environmental and resource policies and creating new institutions such as the U.S. Environmental Protection Agency to manage environmental programs. The concept of access to natural resources has been a specific concern of economists and ecologists and is a distinct component in recent models of social sustainability. Using a series of conceptual and empirical examples, this article extends the notion of access broadly to social institutions and sociocultural norms. We argue that access may be usefully construed as an analytic tool that has direct applicability to many sustainability issues as it allows for cross-disciplinary and public engagement. The Take Pride in America in Southern Nevada project began as a collaboration of four federal agencies committed to working together to combat the litter and desert dumping problem on the nearly seven million acres of public lands in Southern Nevada. In 2005, with funding from the Southern Nevada Public Land Management Act (SNPLMA), SNAP created an interagency anti-litter and desert dumping team and developed a partnership with the Public Lands Institute (PLI) at the University of Nevada, Las Vegas. In recent years, large government-funded solar energy projects across the nation have received increasing media attention—especially with government funded solar projects going bankrupt. This study examines the evolution of media coverage on solar energy issues, including an analysis of political differences and the role they play within two western cities that sit at the epicenter of solar energy resources in the United States, Las Vegas and Phoenix. These cities are poised to compete for and collaborate on projects for millions of dollars in federal research funds and economic development incentives dedicated to the development of solar energy.

In the context of sustainable transportation systems, previous studies have either focused only on the transportation system or have not used a methodology that enables the treatment of incomplete, vague, and qualitative information associated with the available data. This study proposes a system of systems (SOS) and a fuzzy logic modeling approach. The SOS includes the Transportation, Activity, and Environment systems. The fuzzy logic modeling approach enables the treatment of the vagueness associated with some of the relevant data. The project is an extension of the Hector’s Helpers program developed through a cooperative agreement and run under the branding of Don’t Trash Nevada. One rationale for large public investments in clean energy technology points to concerns that have not been addressed by other policies, most notably greenhouse gas emissions and energy security. Another inspiration for clean energy policy suggests that strategic government investments would increase domestic firms' market share of a growing industry and thus help domestic firms and workers. This lecture examines the economic case for clean energy policy in the United States and addresses the issues state and local governments confront in building a clean energy industry.

Since the oil embargo of 1973, the United States has struggled to implement a sustainable and comprehensive national energy policy. Forging a consistent policy approach has been complicated by more recent emerging trends: how to combat global climate change, the continued emergence of viable alternative energy options, and the hydrocarbon renaissance.

This presentation will discuss several major themes that have impacted energy policy-making since the 1970s and how they are reflected in key issues debated in the current election year. It will then pose some thoughts on how to move away from the burdens of the past and move forward.
