BETWEEN THE HEAD of tide above Bangor to where it widens into the bay at Searsport, the Penobscot River shifts from a flowing freshwater waterway banked by cedar and pine to a brackish, wave-lapped marsh with a rocky shoreline. In this estuary, salt concentrations fluctuate as the winds and tides push sea water and sediments back and forth. The estuary and the river that feeds it have taken on a new character recently, and have become an international example of watershed restoration. Effective natural resource policy depends on knowing what is needed to sustain a resource and building the capacity to identify, develop, and implement flexible policies. This retrospective case study applies resilience concepts to a 16-year citizen science program and vernal pool regulatory development process in Maine, USA. We describe how citizen science improved adaptive capacities for innovative and effective policies to regulate vernal pools. We identified two core program elements that allowed people to act within narrow windows of opportunity for policy transformation, including (1) the simultaneous generation of useful, credible scientific knowledge and construction of networks among diverse institutions, …

As Maine residents look toward the future, it is increasingly clear that more sustainable waste and materials management solutions will be necessary. A recent stakeholder engagement process involving nearly 200 industry professionals, municipal representatives and citizen groups confirmed this point. As we move together toward a more sustainable waste management system, participants in the engagement process identified an outstanding need to learn more about policies options. This article responds to that need with a review of state level policies designed to reduce waste generation and increase material recovery rates. Across Maine, communities and land owners are reconnecting rivers and streams by improving road crossings, fixing broken culverts, and removing dams and other barriers. There are many reasons for doing this work, including preventing costly repairs associated with flooding and washouts, enhancing water quality, increasing wildlife habitat, and restoring fish populations. Connecting Rivers explores some of the ways that streams connect inland lakes and forests and the sea. This first fact sheet in the series focuses on connections between populations of migratory river fish (alewives and blueback herring) and groundfish (e.g., cod).

The Rapid Response Plan for Management and Control of the Chinese Mitten Crab is intended to guide efforts to mitigate the further introduction and spread of the Chinese mitten crab in the northeastern United States and Canada. Due to the unique challenges of invasive species introductions to marine and coastal ecosystems, the mitten crab and other existing and potential marine invasive species are more difficult and often more costly to manage or control than freshwater aquatic or terrestrial invasive species. Decoupling And Displaced Emissions On Swedish Consumers, Chinese Producers And Policy To Address The Climate Impact Of Consumption, Cindy Isenhour

New developments in consumption-based emissions accounting suggest that the reductions claimed by wealthy, environmentally progressive nations have often come at the expense of increased emissions elsewhere – and thus net growth in global GHG concentrations. This paper traces Sweden's attempts to translate growing recognition of displaced emissions into national environmental policy. Drawing on multi-sited ethnographic research and policy analysis in Sweden and China, we argue that while the logical implications of consumption-based analyses point to the need to address production and consumption as an integrated system, complex governance challenges and the political precariousness of these ideas have thus far limited …

Maine’s solid waste management hierarchy prioritizes reduction and reuse over recycling. While most municipalities in Maine have focused on increasing recycling, they have undertaken minimal efforts to specifically foster source reduction and reuse. In this paper, Travis Wagner examines the approaches adopted in Maine by the state and by municipalities to reduce the consumption of single-use consumer products including bans, fees, consumer education, choice architecture, and retail take back.
