Policy
The purpose of the Limpopo River Basin Monograph Study (LRBMS) is to compile essential baseline information on the Limpopo River Basin. This is required for the preparation of alternative development scenarios and an Integrated Water Resources Management Strategy and Plan (IWRM Strategy and Plan) for the sustainable management of the Basin. The United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), along with treaties, instruments, and decisions of international law, recognizes that indigenous peoples have the right to give "free, prior, and informed consent" to legislation and development affecting their lands, natural resources, and other interests, and to receive remedies for losses of property taken without such consent. With approximately 150 nations, including the United States, endorsing the UNDRIP, this requirement gives rise to emerging standards, obligations, and opportunities …

This issue brief is intended for town officials who want to understand how development regulations in their community affect local water resources. Municipal development codes – the set of regulations that control the built environment – can have a great influence on the availability of clean and healthy water for drinking, recreation, and commercial uses. This in turn affects the community’s social, environmental, and economic vitality.

Rapid development of unconventional shale resources in recent years has raised a series of regulatory issues both here and abroad. Because of the "distributed" nature of shale development and the significant increase in wells in key basins, local land-use conflicts have also erupted in certain areas of the country, leading to restrictions and moratoria on drilling by state, county, and municipal governments and raising questions about the industry's continued social license to operate in key jurisdictions. On November 6, 2000, President Bill Clinton signed his final executive order on
Consultation and Coordination with Tribal Governments. It was his last attempt to establish meaningful consultation processes with American Indians in the development of federal environmental policies. Based on ongoing environmental issues between the two cultures and the rising concern for environmental justice, the United States government wanted to identify the necessary improvements in communication and coordination among tribal and federal environmental programs, specifically regarding issues of information exchange, and creating partnerships among stakeholders. Dr. Michael Richard Dillon (1942-2020) was a Professor and Chair of the Political Science Department at La Salle University in Philadelphia. He grew up in Wilmette, Illinois, a suburb just outside of Chicago, where he spent many years before opting to attend the University of Notre Dame for his undergraduate and, later, his graduate and doctoral degrees. Dr. Dillon first came to La Salle in 1968, where he spent 17 years as a member of the Political Science Department under the Chair at the time, Robert Courtney.
