Vocational Training Programs And Youth Labor Market Outcomes: Evidence From Nepal, S Chakravarty, M Lundberg, Plamen Nikolov, J Zenker

Lack of skills is arguably one of the most important determinants of high levels of unemployment and poverty. In response, policymakers often initiate vocational training programs in efforts to enhance skill formation among the youth. Using a regression-discontinuity design, we examine a large youth training intervention in Nepal. We find, twelve months after the start of the training program, that the intervention generated an increase in non-farm employment of 10 percentage points (ITT estimates) and up to 31 percentage points for program compliers (LATE estimates). We also detect sizable gains in monthly earnings largely driven by women who start self-employment …

Women-owned businesses have an economic impact of nearly $3 trillion in the U.S. Despite the tremendous opportunity for economic growth they present, women entrepreneurs lag behind their male counterparts in terms of number of start-ups and scaling of businesses. To understand how and why this may be taking shape, we focus on the role of entrepreneur support organizations (ESOs) or those organizations that act as intermediaries between the resources of a local ecosystem and entrepreneurs. This paper discusses the ways that capabilities and human development theory can guide the creation of entrepreneurship programs, utilizing a framework of human-centered design thinking. It is well known that a variety of institutional factors shape gender outcomes and gender inequality within entrepreneurship, particularly with regard to necessity versus opportunity entrepreneurship and informal versus formal sector entrepreneurship. Failure to understand the diversity of entrepreneurial activity among women, and the connection (or lack thereof) of such activity to human freedom, leads to biased entrepreneurship programs. The purpose of this paper is to examine differences in factors influencing use of entrepreneurial assistance programs by male and female entrepreneurs. Design/methodology/approach – Data from the Panel Study of Entrepreneurial Dynamics I are used to determine drivers of assistance program use by men and women using logistic regression. These drivers include size and composition of the start-up team and personal network, experiences of the entrepreneur, team and network; support provided by the team and network, and other factors. Western literature in management/organisation studies focuses primarily on gender issues that affect inequalities experienced by women at work. Adopting, in some cases, critical and feminist theoretical positions, the gender debate unfolds questions on the prevailing male discourse that is dominant in management and business organisations. Most of these theoretical assumptions tend to influence, subsequently, the way in which we understand the experiences of women in the developing or under-developed world.
